i have a question. What level of power does character level indicate in FR? Here is my guess-

a lv1-5 fighter is along the lines of an average small-city soldier with moderate training, a young adventurer starting out in his career (cheap fixer-upper apartment, mundane weapons, struggling for good jobs, etc) or something like that.

a lv5-10 fighter is probably an experienced and well trained soldier, like a cormyrian purple dragon or Silveraen knight in silver, or a middle class adventurer with a comfortable lifestyle, settled into his career.

a lv10-15 fighter is a lieutenant or general, elite core soldier or a mercenary in high demand.

a lv15-20 fighter is a famous and widely known adventurer, a poweful military leader, an elite mercenary hired by kings and nobles.

tell me if i got the general idea right.

I have common soldiers be lvl 1-3.

NCO's (sergeants and such) be 4-7.

Elite soldiers from 6-12.

For generals and officer types i make them Fighter/experts or somesuch to give them additional knowledge skills and profession skills reflecting the additional non-battlefield training they have received.

I think the DMG states that small town solders are level 1 warriors. And your SGT's are level 2-3 warriors. It’s when you get into the purple dragon knights and stuff that you get into fighter levels.
Also remember levels don't equal military rank.
you can have a special forces staff sgt with experience in Afghanistan and Iraq, be say a 8-9 level fighter, but he would still have to take orders from a lieutenant who is a 1st level fighter.
make sense?

but yea the original idea is about right.
but even a 3rd level fighter is a king among warriors
