I'm about to create a new character which will be a male half-elf bard/spellsinger/heartwarder/virtuoso in the Forgotten Realms world.

My DM is allowing Heartwarders to also have Hanali Celanil as a patron deity, and she will be his.

My major concerns are how to allocate his stat-points (30 point-buy) from a roleplaying perspective.

The problem is his Wisdom score, at the moment I'm thinking of giving him a 12.

This is my main concern in the point allotment; I intend to play him as vain, flighty, and whimsical (esentially as Hanali Celanil herself is described in Faiths in Pantheons) but at the same time still being intuitive and understanding. Is 12 the right balance or should I just drop right to 10 and put the 2 points saved elsewhere?

What you have provided so far are the class (with 3 PrCs!!!), world setting, deity, gender and a few traits: vain, flighty, whimsical, intuitive and understanding.

That certainly makes it difficult to figure out what to do. However, in the absence of any other information, I'd suggest the following:

Str:12, Dex:14, Con:11, Int:10, Wis:13, Cha:16.
