I had original posted in D&D general with little luck so I decided to try here

I plan to play a human swashbuckler that will become a dervish later on. So does anyone know what would be some good starting abilities? CHA could be a dump stat but I would rather not have any stats below 10. Also I plan to play a Elf or an half elf

Good starting abilities? How 'bout this:

Strength: 18
Dexterity: 20
Constitution: 16
Intelligence: 18
Wisdom: 18
Charisma: 18

That's assuming you're an elf. If you're a half-elf, you'd use the following array:

Strength: 18
Dexterity: 18
Constitution: 18
Intelligence: 18
Wisdom: 18
Charisma: 18

No, seriously, it depends: how are you generating your ability scores? Point buy? Rolling? A pre-determined array?

Also, if you're focused on the crunch aspects of your character, character optimization (http://boards1.wizards.com/forumdisplay.php?f=21) may prove more useful.

Okay:
Strength: 12
Dexterity: 15
Constitution: 14
Intelligence: 16
Wisdom: 10
Charisma: 10

Good enough?

You're nuts. A swashbuckler dervish should be something like this:

STR 10
DEX 20
CON 12
INT 12
WIS 10
CHA 10

That's for an elf which I would recommend. I would also reduce wisdom or charisma to boost int, but that is up to you. You want your dex as high as possible.
