Hey we've just started a new campaign and after we cleared out a goblin's cave, my exalted monk with VoP and VoNV talked the sheriff we were working with into keeping the noncombatants alive. I tried to talk the local church of Pelor, my patron diety, into taking the 2 dozen or so noncombatants and maybe using them for good deeds, but the high priest wanted nothing to do with those "unclean" things. Throwing them in prison for life is just plain wrong, and I can't just let them loose to breed and do more evil deeds. Just so you all know, I picked up VoNV after clearing the cave and gaining a lvl. Also there is a farmer's family to think of, as they were victimized by the warriors of the goblin tribe and are now left homeless (burnt down) and fatherless. My ideals would be to have the gobos help rebuild the house and stable and then stay on as farm hands, but I don't think the gobos would be willing to work for a living and I don't think the widow would want the family of her husbands murderers to work and stay with her.

Tricky situation. I ran a Goblin paladin once with VoP who took a few goblins prisoner. In his case, the Church was more willing to assist in 're-educating' the prisoners, to the extent that one of them, as a freshly appointed acolyte, read the Eulogy for that character at his funeral, after he was one-shotted by a troll.

My advice, speak to your GM. See if you can spend some time and a few charisma rolls trying to re-educate them yourself, rehabilitate them into the community, or see if you can argue with the church into seeing them as part of a redemptive divine plan.

Unfortunatley my Diplomacy is at +6 (4 ranks +2 sacred vow), and my charisma is a unspectacular 10, as its the MAD monk's dump stat. On the upshot, I did take Goblin at lvl 2 (just after killing all the adult males). Unfortunatly my Diplomacy is gonna suck until lvl 6 at best when I go saint.

I doubt your DM will allow you to become a Saint at lvl 6, but a labor camp to help rebuild the farm, improve roads, etc would be a good thing to suggest to the sheriff.

What the Goblins can acomplish is based on your DMs idea of how strict the given alignments are. If you read the Ebberon cmapaign book you'll see that the MM strictures of "always Chaotic Evil" or always "Lawful Good" are just untrue. There is no reason the goblins can't be rehabilitated especially if they are young or no combatants. If you felt like takeing the leadership feat you could always take on under your wing to help train it as a monk. With you VoP and your new VoNV it seems you RP'd your character perfectly it just now will depend on what your DM wil l and won't let happen in his campaign.

Is there anyone in your party who has access to relatively cheap castings of Geas, Lesser Geas, or Mark of Justice, or does the town have any NPCs who are capable of casting it and would be either willing to waive payment or to "loan" the town these spells and accept payment in the form of goblin labor?

From what I've gleamed from our short time at town, that the sheriff a lvl 3ish Warlock (chaotic or evil?), is the highest lvl npc, as it was the party of 1st lvlers and a couple of no named 1st lvl npc warriors who "saved" the widow and daughter. I'm thinking of using the high priests ego against him and talk him into re-educating the goblins and using them as a labor team. The high priest said he didn't want those disgusting things in his... er Pelor's temple. I think if I tempt him with fame as the man who started the initiative to turn the foul race of goblins into useful members of society, he might just cave in.

From the info. that you've given us here, I can tell you what is going to happen. The sheriff is evil, the priest of "pelor" is evil, the 1st lvl. warriors who saved the widow are evil, even the widow is evil. RUN AWAY!!!

But seriously though, the high priest (and possibly the sheriff) are, at best, neutral. I'd keep an eye on them. As for the goblins, maybe you could trick them into being good. Watch a couple of old Andy Griffith reruns or something. You already don't carry a weapon. And if you like it, maybe you could spend ranks in Perform (Whistle).
