Basics:
Damiik is a creature with an incredibly strong aura about him, an unmistakable presence that leads him to be noticed despite his not-quite-2.5 feet stature. Damiik, as a result, is quite haughty and arrogant, and considers no one his equal (whether that be true or no). Conversations that don't revolve around him are rarely entertained for long, unless they indirectly have a great deal to do with him in terms of survival, comfort, etc. Though generally inattentive towards his surroundings, Damiik can concentrate incredibly when needed, and his sense of survival is incredibly finally tuned, allowing for incredible quickness of action and reaction. Damiik is also aggressive, animalistically so, and sometimes this leaves him open to attacks a more cautious person might avoid. Though his speech is heavily accented, Damiik is mentally quite bright, and learns quickly. Damiik, though aggressive and arrogant, is not stupid, and will retreat (planning revenge and retribution before the fleeing is even complete) when things turn against him.

Damiik stands at 2 feet, 4 inches in his normally hunched-over state, though he is capable of straightening up to just under 3 feet in a decidedly uncomfortable and unbalanced state. Damiik perhaps seems scrawny at a mere 27 pounds, but he in fact has an unusually wiry and tough build, and his strength is no less than the normal strength of his kind. Damiik is also quite quick on his feet, capable of dodging blows and explosions with surprising grace. Damiik can be just as comfortable crouching on all fours as he is on his two feet, closely resembling a wingless wyrmling white dragon when doing so.

Damiik's facial structure seems to be a amalgam of kobold and white dragon features, including a short frill that rises from the back of his skull and trails partway down his back and deepset, icy blue eyes. His scales are the polished white of a youthful white dragon, though they are partially obscured by the thin layer of ice enveloping Damiik's entire body, protectively hard and solid but magically flexible enough to not impede Damiik's movement in the slightest. Even the small tuft of white hair under Damiik's chin is encased in icicles, giving him a sage appearance, and the ice seems to deceptively lengthen Damiik's small claws and tail. With each step, Damiik leaves a small foot-claw print of frost, though it melts almost immediately when bereft of Damiik's presence.

Damiik is simplistic in dress, wearing only what he needs or truly benefits from. A frosted circlet (with a small separation in the back to accomodate the frill) adorns Damiik's brow; thin, twisted silver and platinum dragons intertwined. Around his neck, Damiik wears an impressively sized scale of a white dragon (The origin of which Damiik never seems willing to reveal) on an intricicately twined silver chain. Upon his back, a dark blue cloak with silver trimming frames his body well. Around his waist is an intricately detailed metallic belt, inscribed with etchings of white dragons in various poses, holding a loincloth of the same color and style of the cloak that falls nearly to the ground. In a sheath nearly as tall as he is, Damiik wears an falchion seemingly made of a dark blue, opaque ice. Though the blade seems unwieldy in size for such a small creature, Damiik wears and uses it with relative ease. Also usually within easy reach is a densewood rod of 3 feet in length, the size of a club for human hands, but a passable walking staff for Damiik.

Initial Thoughts: Mror Holds isn't necessarily where I want to start... it just seemed most likely for arctic kobolds. The dragon continent seems like a viable possibility, and would help make the possibility of the Dragonwraught feat perhaps more viable?

Damiik needs to have survived a blizzard unprotected for 24 hours for the Frost Mage PrC, which i think isn't too out of the question for an arctic kobold, if perhaps not comfortable.

For his clan's chief, I'm considering a powerful warrior mage kobold named Trassik, who progressed through the Dragon Disciple PrC and wields a medium-sized falchion with ease (and nasty results).

That would explain the stalwart sorcerer class variant, as Trassik took special effort in training the dragonwraught Damiik in the use of the falchion as WELL as encouraging his spellcasting, something Damiik was exceptional at.

Damiik has the Aggressive and Absent-minded traits, and is decidedly chaotic neutral (with good leanings, but he'd never admit it ^_^), so reasons for him to leave his clan behind for adventuring isn't uncharacteristic for him.

I think his blade should be something he left his clan with (that, and nothing else), the rest of his gear coming from some adventuring, perhaps in the dragon continent or Xendrik.

My utmost thanks in advance, guys... I've got a good idea where I want to go with the character, but my grasp of Eberron's geography/politics isn't what I might like it to be. Any help is always appreciated. =]

Well, the Eberron setting has incorporated Frostfell as a "north pole" continent. You could be from there. There would obviously be the chance to get caught unprotected in a blizzard in the Frostfell.

You chaotic neutral alignment puts you much at odds with the traditional lawful alignment of kobolds. Maybe you have always been too much of a free spirit to fit in with your tribe.
