Ok If a character has been raised to believe that what is evil is truly good how would that effect the character. This of the X-Men and the Character Magneto. He is viewed as a villain but he believes he is doing the 'right thing'. Does anyone get my question?

Wrong forum for that, buddy. Try CharDev. Two doors down on the right.

While nicely theoretical, this is not an optimisation question. Anyway, it all depends where you are. In FR, he'd be Lawful Evil. In Eberron, he'd be Lawful Good. I'd say he'd be Lawful Neutral, but that's just IMO.

Sure - one of the things alignment defines is what is the "right thing" for a character. A tyrant can think that his draconic laws keep the society from turning to chaos or being overrun by enemies, and that won't make him LG. At least, that's how I understand it from the PHB - I'm not sure if Eberron has another take on the matter, but I'd be surprised if it were that radically different.

Alignment is not based on perceptions, if you kill a thousand babies to stop one of them growing up to be a tyrant, you're still evil. Killing innocent creatures is an evil act, protecting them is a good one, even if later they'd become monstrously evil, the good character would probably find a way for them to beat their nature.
