Please use the search tool to make sure you're not making redundant threads. It's almost always the the case that someone else has already made something you've thought of, especially when the topic in question is several years old already.

Yes but I want make a new d20 sytem for it.

Why? What in the manga and anime can't already be covered by existing rules (besides setting-specific things like Devil's Fruit?)

Oh, well that's just fine. I just think it's a bit spontaneous for you to jump up and say you're doing it, and then leaving it at that.

What's the difference between merfolk and fishmen? I thought there were just mermen and mermaids, and they were all the same species (outside of mutations).

Hybrid animals have no place in this setting. All of the hybrids like that are Devil's Fruit users. Devil's Fruit abilities should be templates, as they modify the abilities of a base creature. Characters like Chopper are simply animals with one of those templates applied (and conversely, characters like Lucci, who are very different in nature, are humans with similar templates). And I don't even want to think about items with templates applied.

I would make cyborgs (seriously, how many cyborgs have you seen in the setting?) using something similar to the D20 Future cybernetics rules. This gives them abilities on a piece-by-piece basis, and gives the added benefit of being able to swap out abilities. There's also the benefit of the rules already existing, saving you lots of time. :P

Your classes look pretty close to the PHB archetypical classes. Do you really need to rename them like that?

Buggy crew? Are you going to make a prestige class for every single pirate captain? I'd just assign more general archetypes, like acrobat or juggler.

All of CP 9's members are assassins. However, you are justified in giving them their own prestige class for the nine Shigan (not sure on that spelling) abilities.

I think that there might be a few Devil's Fruits that might be able to have their own Prc or at least a few feats. We've seen that Luffy has gained all kinds of new ways to exploit his powers as a rubberman. Logia Devil Fruits would certainly deserve Prcs.

Characters who eat a Logia Devil Fruit would gain some ability at transforming into an element and gain access to a special class made for Logia Devil Fruit users. The class would first give them the ability to transform into their element more quickly, then to transform into their element as a reflex to a blow (the reason Luffy had so much trouble hurting Crocodile at first), then would allow them to generate their element (Crocodile turning a field of grass into a mini-desert, Aokiji freezing the ocean, etc.), then it would give the ability to do something special that would be different for each fruit (Crocodile sucking all of the water out of a person, Enel reviving himself, etc.). This would mean that after designing a template of the class for Logia Fruit users, you would just need to decide upon the element, the element's weakness, what could be used to generate the element, and the special ability for the element.

Ugh. I can never remember the different types.

I would make each Devil's Fruit template scale with level (in the same manner that the half-celestial template does). This will keep the abilities effective even at very high levels, and mitigate the huge weaknesses that the templates grant. Thus, the gomu-gomu fruit template would allow a character to make melee attacks (but not actually have the reach) out to 5' per character level, and the supernatural ability to sling thrown weapons (including one's self) with a range increment of 5' per character level (thus, to a maximum distance of 25' per level, very reasonable considering what we've seen Luffy do). This is in addition to the damage reduction and immunities involved (plus inability to swim), which most Devil's Fruit templates should grant.

Also, all Devil's Fruit should grant supernatural abilities. By default, using a supernatural ability is a standard action. Thus, you could simply make a generic feat chain that reduces the usage of a particular supernatural ability to a move action, then a swift action. This covers expansion of nearly every type of Devil's Fruit ability out there in an elegant manner, and still leaves room for other really unique abilities.

Finally, I'm a firm believer in letting players come up with their own feats (especially if you want to continue an epic-level adventure like One Piece is). You'll notice that Luffy comes up with unique abilities based solely on his own particular physiology that nobody would ever be creative or insane enough to come up with. If you feel up to it, you could instead come up with a custom feat system for buffs, special attacks, and other weird things you see in One Piece, or you could make a prestige class oriented around it.

Also, you forgot giants and half-giants as a race.

To the class yes I do because
A. The setting these sorta match the setting more and
B. The classes are different.
And for the buggy crew question no not for every single pirate crew, just for some crews. And remember I am using a new system.

Mage thanks for the gaint race. Totally forgot them, I am actually using a custom method like that. Let me break it done.
Max Power level.
Max power level or Mpl is the measure of the maxium strength of a character. Each class has a base amount per level and then character stats some how increase it. A class powers cost mpl to learn or for fighting styles it cost x mpl per level of the technique. This also lets one increase the power of the cursed fruit and let them learn cursed fruit power.
In combat it works sorta like mp. To use a tech you will expend Pl. Power level or pl is equal to your mpl.
Today I will post some classes to make it easier to understand what I mean.

Ok fist to day is an overview of the straw hats and as they level up

Ok here is an overview of the straw hat crew and there level ups.
Ok luffy began the story as a Pirate 1/la 2. He then met Alvida (Berserker 1/Pirate 1) who was keeping Koby (Navigator 1) as a cabin boy. After her defeat they end up in shell town. There they see Zollo (Swordsman 3) who is getting ready for death. They then meet morgan and fight. After that koby joins the marines and Zollo join luffy crew. Luffy crew get 1 free level that represent there postion on the crew when they join it. Luffy also levels up. This brings us to the there new level Zollo (Swordsman 4) and Luffy (Pirate 2/Super power 1 La 1) Luffy class super power decreases his la and mpl. Next is buggy the clown arc the crew lands into Orange town. Here they meet Nami (Theif 1/Scholar 1). Next Luffy fights Mohji (Beast tamer 2/Buggy clown 1) and wins but substain somw damage. Next Zollo fights Cabji (swordsman 1/super power 2/Buggy clown 2) and win despite being badly injured. Luffy encounter Buggy (Swordsmen 1/super power 3/Buggy clown 2 La 1) during this time and learned about his history with shanks. Luffy eventually wins. Nami also “joins the crew” but does not gain the extra level (see below and above) though she did gain one from exp bring her to (Theif 2/Scholar 1). Luffy also leveled up making him (Pirate 3/Super power 2). Zollo also leveled up (Swordsmen 5).
This brings us to the caption Kuro arc on the island of Syrup village. There we meet Usopp (Marksmen 2/Skill expert 1) and many other residents of the village. He joins asap so I will give him his level from luffy now (Marksmen 3/skill expert 1). Luffy got him as marksmen. They then fought Jango (super power 3), kuro crew, and Kuro (???) himself. During this time Nami leveled up (Theif 3/scholar 1) and Zollo did as well (Swordsmen 5/ Swordmaster 1) and Usopp became a (Marksmen 3/Skill expert 2)
The next arc is the Baratie arc taking place on the ship restaurant the Baratie. They meet “friends” of Zollo Johnny and Yosaku both (bounty hunters 1). The crew is need of a cook who and they go the Baratie. Here they see many people and meet sanji (martial artist 2/cook 2). During this time Luffy got a few more exp and leveled up (Pirate 4/super power 2).
They then meet Gin (Berserker 6) and sanji gives him food. Later Don Kreig (Berserker 5/Pirate 3/Pirate Caption 1). After some events the crew find out that Nami double crossed them, and when she did that she leveled up (Theif 4/Scholar 1). Then Mihawk (???) appeared and after fighting with Zollo, Zollo loosed but leveld up (Swordsmen 5/Swordmaster 2). During the fight between the Baratie and Don crew sanji fights Iron wall pearl (Berserker 5) and thin Gin. Gin couldn’t kill sanji and got enough exp to level up up (Berserker 6/Pirate 1). Luffy then fought Don Kreig and won. Sanji then joined the crew and gained his free level (Martial artist 2/Cook 3) and Luffy leveled up as well (Pirate 4/Super power 2/ Pirate caption 1).
They then went and followed Nami to Arlong Park and the Arlong arc. Sometime before the rest of the crew arrives Nami leveld up (Theif 4/Scholar 1/Charming thief 1). We are introduced to Arlong (Fishman Swordmaster weapon master 5/Beserker 5). We meet Nami adoptive sister. There are a couple of battles and events that take place here that I will not go over. The straw hat crew fight most of arlong crew and wins. Zollo fights Hatchan (fishman swordmen 8) and his six sword style and wins, Sanji fights Kuroobi (Fishamn martial artist 6) and wins but bearly, and Usopp figh Chu (Fishman Marksmen 5). Finnaly Luffy fights Arlong and wins. Nami leveled up and gained her bonus level by officially joining (Theif 4/Scholar 2/Charming thief 1/ Skill expert 1). Usopp leveled up as well (Marksmen 4/skill expert 2), as did Sanji (Martial artist 3/Cook 3), as did Zollo (Swordsmen 5/Swordmaster 3) and Luffy (Pirate 4/Super power 2/Pirate Caption 1/Martial artist 1). With this the crew sets out to there final stop before the grand line.
The crew arrives at Rouge town and the Rouge town arc. There are tons of event and the character gain new supply. I will skip to the main battles for now. Actually no one leveled up so I am skipping it for now.
Ok so a bunch happen and the crew gets to the grandline and whiskey peak arc and island. Some events happen but that are not important. Including some fighting. A lot happened and the following charcters where met Igaram (???), Vivie (Scholar 4/Weapon Master 2), Mr.9 (???) and Miss Monday (????). During this time Zollo was the only one who leveled up (Swordsmen 5/Swordmaster 4).
After that with the Princesses Vivi onboard the crew travels to the second island they meet in the grand line little garden and the little garden arc. The island is a summer island and is stuck in the prehistoric time. Ok some events begin but here are the main battles. No one leveled up.
Drum island is there next destination and the place of there next arc. When nami gets sick they come here because it is famous for there doctors. Fist they encounter Wapool (berserker 2/ super power 4)

Fishmen are basically humanoid sea creatures. The two races would be as much similar to each other as the merfolk and locthah from the D&D Monster Manual.

From what I've seen of translations of the Anime, the mermen Luffy fought near Nami's hometown and the mermaid the group meets later are both the same species, just different genders. I haven't seen anything in the anime to disprove that.

Mage didn't mention giants.

Okay, I see what you're doing. However, I've had the impression that all of the characters are epic by the time they reach the Grand Line (One Piece is my Epic Level Handbook). It looks like you're making a high-powered system that won't be compatible with D&D. Even D20 Modern is compatible with D&D, it was playtested with Ravenloft modules. Compatibility gives DMs the option to use your material in their own settings.

suggestion to keep the power level at a manageable level.

We see different story arcs in the show so make each arc a campaign or a block of 10-20 levels worth of adventures and story telling capabilities.

I would also recommend that you use BESM d20 much more flexible imho.

The generic class system of unearthed arcana would work well for this setting.

As far as cursed fruit, cursed fruit should work almost like a template.

It costs a feat.
Comes with two-flaws. (Look at flaws from unearthed arcana)
And you can only bare one cursed fruit power.
It's a spell-like ability.
And usable a number of times per day as indicated by the power.

I'd also apply the vitality system and make characters roll vitality at first level. And possibly even only gain addtional vitality every even level. As people in one peice seem to get thier asses handed to them alot!

Also some new exotic weapons are inorder for firearms and cannons.
