I just had a wonderful idea regarding psychic reformation and RAW.

The RAW state that the prequisitives in psychic reformation apply only for skills and feats.

Supposedly, couldn't I take a lvl 20 Psion and swap all my known powers for lvl 8 and lvl 9 ones?

There isn't any rule regarding when you took those powers, so you're not limited by maximum power level known.

is there something i don't see? A trap perhaps?

Tsuyoshikentsu pointed this out, not sure when.
psly4mne almost immediately seconded it.
I - slightly late to the table cause I might have a life - belatedly thirded it.

It all revolves around the word "qualify"
If the word was "qualifies" instead of "qualified",
it would do exactly what you want it to do.
The other way around,
it would do exactly what the naysayer will say.
So ...
Yes = "qualifies"
RAW = "qualify"
No = "qualified"

RAI, it's strongly implied one should play the game the way the magic RAI-er in the sky says one should.

Loop hole:
Embrace the Dark Chaos = pick a chaos feat
Shun the Dark Chaos = un-pick a chaos feat
This skirts the psyref gray zone between qualify and qualifies.
Pay 250 exp, or just pick a chaos feat, then pay 250 exp again.
Result: up qualify feats.
Bonus: It works on bonus feats.

The problem with too many Dark Chaos affected feats is:

Pazuzu knows my name
Oooh, baby, baby
Oooh, baby, baby
Orcus knows my name
