I only know the movies, but I like them very much. The setting lends itself to D&D, and I think little in the way of new rules is necessary. You could probably make mutants, vampires, and such gain class levels like sorcerors with better abilities, bab, and skills and fewer slots in order to represent their limited number of powers that they quite excel at.
Raganzi, Magnus Lee's servant, might have a lot of teleport spells or psionics. Twisting space to use an opponent's action against himself could be a 3rd level power as an immediate action. (Reflex save, perhaps.)
Benge, the Barbaroi, would have hide in plain sight as an ability (or perhaps a 0th level spell swift action?). His shadow dimension door might exist as a spell in Tome of Magic. Even the spell he uses to catch D might have a D&D equivalent.

Rather than make cybernetics and symbiotes a template that adds LA, for game purposes, such opportunities could be available based on level. So, a 5th level character could not have cybernetics with higher value than +5 (if one thinks of cybernetic abilities paralleling the + equivalents in magic weaponry). For a in-game reason for the limitations, it can be contrived that a symbiote like D's hand can't draw the needed biological energy from a body that's too cybernetic.

D seems to have most of what one expects in D&D. There are monsters, archaic weapons, amazing magic and powers, and even dungeons.
