It's from the Tome and Blood splatbook.

Its most important ability is "calling" spells. Basically, you can call (caster level/2) levels of spells each day. You take a full round action to call the spell, and it appears in your mind next turn for you to cast. This can be any arcane spell, so it could be a niche spell that you'd never learn that is just really handy in .5% of situations. There are several limitations to this:

1. You only have a certain level of access to what spells you can cast - a level 1 MotAO can call spells of level 1-3, level 4 MotAO can do 1-6, and level 7 MotAO can do 1-9.

2. You have to have an "open slot" to call the spell into. for wizards this means that they have to not prepare all of their spells per day - they can only call spells into a non-prepared slot. For sorcerers it just means they need a spell-per day of the appropriate level or higher.

There is also the Guild Wizard of Waterdeep in the Forgotten Realms setting, which is very similar, except that many people consider it rather inferior.
