Okay guys, what we need here is an efficient, within-rues and above all FUNNY way to destroy cities. High levels are allowed, assume any amount of gold/xp is allowed, have fun!:D (eh, what the heck, you can bend the rules, but only a little).

1: lizardfolk Barbarian/wu-jen/dragonfire adept/FB, must be non-good. I'm sure you guys can see where I'm going here, he uses giant-size, breathes the fivefold breath of tiamat(non-radioactive!) and frenzies, stepping all over the city.

First and foremost, a cookie if you get the reference.

1: Plant a frog in a city, preferably one with a tail. Better yet, one with a gem in its stomach.

2: play a high-level anthro cat wu-jen, with max ranks in profession(fishing) skill focus in it, and a fishing rod for a weapon. He should also be obese.

3: cast giant size, followed by enlarge, and then teleport so that you are 100m or so above the city, or more, just don't die.

4: crash down while grinning, waving and yelling "froggy!":D

I don't know so much about creating a build around it, but I always thought it would be funny to permanence a prismatic wall in a sewer and leave a ton of Decanters of Endless Water set to Geyser Mode hidden around a city.... and just wash your troubles away.

A high level Frenzied Berzerker who... instead of killing everyone himself, just uses his Inspire Frenzy alot... to make all the people kill each other. Its like the Bacchic party idea Lokiyn posted... just with alot more blood. :D

Plague - historically accurate.

Plague of fairies with 3 levels in samurai: iaijutsu focus maxed out, weapon finesse,flick of the wrist, swarm fighting and wee little katanas. Hysterically accurate. Like pirahna with wings... (and attitude)

Just about any magic used to excess: stone to mud for the foundations, reverse gravity (launch stone building into the sky). Rinse and repeat. Get out of town before gravity comes back.

Use decanter of endless water (switched to salt water mode) to destroy a community by flood, and then famine (you have litterally salted the earth).

Spellfire is usually good for some serious city renovation... combine it with multiple personalities/sleep walking/possession. "That's funny, I don't remember falling asleep in a smoking crater... "

Ballista bolts with a warhead made of a portable hole perched above a bag of holding. Fire at wall/knights/mages - big boom, chunk of city (& inhabitants) go to astral plane for a holiday.

Teaching old builds new tricks:
1. Use the Legion build, put on boots of the xorn, polymorph into gelatinous cube. Not only have you flooded the city with ooze, you also filled it.
2. Sphere of annihilation with Talsiman of the Sphere and Entropomancer (if it stacks). Black hole for teh win!
3. Use one of the speed records that can break the speed of sound. Run through the city, and give the expression "boom town" a whole new meaning.
4. Use the "stone construction company" mentioned on this board. Cast Walls of Force to create a solid surface, and cast Wall of Stone. Dispel the walls, and CRUNCH!

Plan 1: Grab a few decanters of endless water and cast polymorph any object on the streaming water. Convert it to the strongest alcohol you can.

Plan 2: Obtain a massive amount of beer, perhaps by enacting plan 1 then finding a different town. Next, get as many people as you can **** drunk then have 'em whiz on the town, drowning it. It brings a new meaning to, "Whee!"

Which way? How to turn a Kobold into a Pun-Pun clone or use Ice Assassin spell from Frostburn to get a Pun-Pun clone under your control? ;)

It’s one of the reasons that I love the Shadowcraft Mage builds since if you pick up Arcane Disciple (creation) or any Domain with True Creation in it so that you can make diamonds and any other materials you might need for free. So now you can cast Ice Assassin and only have to worry about the 5000 XP cost but if you choose the right creature it is way too low a cost since you can copy Gods, Demon Lords, Devil Lords, and any other creature you wish. But I wouldn’t recommend coping Gods or the Fiendish Lords since you would be kicking off a war that you have no chance of surviving. So would be better off just making a powerful creature like Tarrasque, Chaos Roc, Great Wyrm Dragons, Mountain Landwyrms, and other big and powerful creatures. And if you are going to use them to destroy a city you should get back your XP investment.

And the truly sad thing about the whole thing is that you would be leveling a city with just an illusion.

Cast a persistent heightened utterdarkness (BOVD) and begin your thaumaturgist summoning of demons.

I reccomend you seal the outer limits of the spell with spiritwalls. (Atleast, that is what I think they are called. The one that has a great picture in Tome and Blood)

I've been thinking of a character that would possibly b able to take on a small army by it's self. I guess it would translate nicely for a destruction of a city.

Lvl 53 Monster of Legend (MMII)/ Paragon Minotaur (Epic Level Handbook); Barbarian 20 - War Hulk 10 (Miniature Handbooke)- Legendary Dreadnaught 10 (ELH)- Frenzied Berzerker 10 (Complete Warrior)- Hulking Hurler 3 (CW). Enchanted with a Permenent Enlarge Person spell.

You can imagine the kind of destruction one could cause with wildly over sized weapons and such.

Warlock 21 with the feat that allows shades at will. Summon millions of celestial/fiendish bees. Surround city with buzzing noise until everyone goes insane....

And a staff with Body Outside Body so that you can multiple the destruction since the spell only makes it so the copies can't cast spells, use spell trigger items, or use spell completion items. And since Warlock's abilities are spell-like it could get quite fun quickly.

This one is more to get the town to destroy it'self, but be a Beguiler 10, wait until the town folks have mostly gathered for some sort of seasonal party and cast 'Incite Riot' a few times.

This one is more messing up than actually trashing a (small) city...

A Sorcerer 18/Arcane Archer 2 can spend 2 minutes hovering above the city firing arrows imbued with Guards and Wards (30 min casting time reduced to a standard arcion) all over the place. 20 arrows x 200 sq. ft. x CL 18 = 72 000 sq. ft. "shaped as you desire" as per spell description.

So what do we get? Fog (no save, no SR) on all corridors (ie. roads), arcane lock (no save, no SR) on all doors, webs (ref save, no SR, regrows if destroyed) on all stairs, confusion (no save, SR applies) at every single intersection ("Where there are choices in direction") and 360 lost doors (silent image, will save if interacted with, no SR). Random extras like magic mouths and suggestions. And it's not that easy to remove: "A dispel magic cast on a specific effect, if successful, removes only that effect."

Duration is 2 hours/CL = 36 hours so you can go home and come back the next day for another 2 minutes of work. Repeat until you win.

Add a couple of Mirage Arcanas if you're not satisfied with how the place looks, maybe fire an arrow of Mordenkainen's Private Sanctum first if you like having privacy while working. All of this can easily be improved on with high stats, feats, non-core spells etc etc.

Incite Riot is from the PHB 2. It makes everyone in the area immediatly attack the person beside them. Great for starting a riot. :D

at the moment, all I can think of is this: cloudkill+ gust of wind. As for bowling, I already suggested prismatic sphere for the purpose.

Oh wait, here's another: cast meteor shower and make sure one character is insanely fast beforehand. Give him a portable hole/bag of holding and get him to catch some meteors in it. Take said container to a town, open it. Profit!

also...

step 1: get vast amounts of helms of brilliance, alch fire flasks and oil on the ground.

step 2: (assuming explosions reach through gate spells.) open a gate beneath it, said gate leads to elemental plane of fire.

step 3: run like hell

step 4: profi...correction:BOOM!

Oh, well the idea was that, when you use Genesis on an existing plane, it has the reverse effect, and so, instead of creating a new demiplane, it deletes portions of the existing one.
Normally, It has a 1-week casting time...but Alacritous Cogitation bumps this down to a Full Action.
This has to be abusable, somehow. Logic dictates that with a rules hole this big, entities of the Far Realms must come through!
However, it's only the PSIONIC POWER version of Genesis which can do that.
Game over, man, Game over.

I've submitted this tactic for review in Tleilaxu_Ghola's Complete Mage thread.

Here's an unusual planar shepherd trick: make a xoriat bubble and stick around for a few weeks, just strolling through the town. Eventually, the whole place would just rot away... inefficient, but evil and done with style;)
