For a campaign with no humans, what is the best build? I'm planning on playing a pooka elf (+2 Dex +2 Cha -2 Str -2 Con, favored class Rogue) in a sea-faring swashbuckling campaign that begins at 10th level.

Rogue 10 with Two Weapon Fighting, Weapon Finesse, Weapon Focus (pair of shortswords), and Improved Two Weapon Fighting? Opportunist as the 10th level rogue ability.

Rogue 3/Swashbuckler 3/Fighter 4 with Two Weapon Fighting, Weapon Finesse**, Improved Two Weapon Fighting, Weapon* Focus and Weapon Specialization* in rapier, Improved Critical* rapier, Combat Expertise, Improved Feint.

Rogue 5/Swashbuckler 3/Fighter 2 with Two Weapon Fighting, Weapon Finesse**, Improved Two Weapon Fighting, Weapon* Focus in rapier, Improved Critical* rapier, Combat Expertise, Improved Feint.

I would go with the last build as it gives you some extra SA and you don't need that last feat from fighter anyway. I would suggest getting racial weapon proficiency instead of improved feint or combat expertise. This will let you use any weapon that has elf or elven in its name. Then you can get an elven thinblade or elven lightblade. Both are light IIRC. They are much better than rapiers too. This should be a decent build then.

I think the elves in this campaign already get the elven thin and light blades....at least some do.

For skills, I'm going to emphasize mobility (Jump, Tumble, Swim, Climb), people skills (Bluff and Diplomacy), and sailing (Profession sailor, navigator, cook; Craft carpentry, Use Rope). Pooka elves get a free Skill Focus in a Craft or Profession, and I think a racial +2 to Craft and Profession.
