Okay, I'm attempting to build a 12th level monk, I've some ideas which I'll list after giving what's allowed and what isn't.

3.0 with maybe some 3.5 elements upon request (for patching purposes)
32 point buy, max HP at first level, 75% of max for remaining levels.

Must be evil, must have at least one vile feat.

Books allowed will be Races of Faerun, FRCS, Magic of Faerun, Faiths and Pantheons, Materia Magica (Dark Nebulae), Arms and Armor (Bastion Press), all splatbooks, all three core books, MMII, Monsters of Faerun, Psionics Handbook, Mindscapes, Drconomicon, Savage Species, BoVD, Lords of Darkness, Unholy Warrior's Handbook, and Dragon magazine #277-#319.

Spellcasting Prodigy is banned.

[Edit: I will now be allowing 3.5 characters and the Expanded Psionics Handbook as well. However, there's not going to be much mixing and matching of 3.5 and 3.0. If you decide to be a 3.5 wizard, you must use 3.5 spells, etc.]

ECL races, up to a +4

44k gold to work with, rest assigned by DM

Ideas I had:

Character concept: a dark reading of Nietszche

monk 5/tattooed monk 7; taking the tattoo which eventually builds up to timeless body, then becoming venerable (for those +3 to 3 stats without the standard penalties), and going for the vile old monk bit.

monk 5/initiate of draconic mysteries 7; frightful presence and all those abilities screamed for my attention

monk 12; this one seems pretty plain but it also seemed to work out pretty well

Any suggestions and/or help is highly welcomed.

Take a nonhumanoid race, then enter Soul Eater (from BoVD) as soon as you can. Use your higher number of unarmed attacks to make touch attacks, each inflicting a negative level. At level 12, most enemies will be out after a couple of rounds. Get an ally to cast enervation, possibly even with Empower (although that would take up one of his highest spell slots), and anything that can take negative levels bites the dust.

I can't remember how 3.0 Monks work, but you might be better off only taking a one level dip into Soul Eater in order to maintain your unarmed attack progression. However, you get full BAB progression and all good saves, so it might be worth hanging in for Soul Eater. Later levels give you lots of nice enhancements to your abilities (although they don't stack with magic items), the terrifyingly good ability to shapechange into something you energy drain to death, and eventually the ability to bring back drained opponents as wights. You will also be doing 2 negative levels per touch after level 7.

Remember that each negative level inflicted with energy drain causes 5 points of damage to your opponent, and either heals you or gives you 5 temporary hit points. Nice.

Edit: Just noticed that you are allowed 3.5 characters. In that case, take a 3.5 Monk so you don't loose out on the BAB front.

It should be possible to get into Soul Eater at level 8, so you are only one level off that lovely Soul Radiance shapechange ability. I suggest taking Soul Eater to level 9, then finishing off with Monk up to level 11 to get full Flurry of Blows. Of course, this assumes your DM allows you to multiclass back into Monk. Otherwise, start at Monk 11 / Soul Eater 1 (4 touch attacks per round, each inflicting one negative level) and stick with Soul Eater.

I suggest playing a Thrall of Juiblex. Mechanatrix is a good starting race. That way you can Polymorph or Alter self into Outsiders, as well as being healed by Lightning damage. Basically a poor man's Shifter. Then leveling Warshaper is definately an option. I would consider Ranger 1/Monk 1/Fighter 1/Thrall of Juiblex 10/Warshaper 3 a decent build.
Alternatively, Monk/Ur priest/Sacred fist might be worth persuing.
