I've made this character if my current one fails me in the high level game I'm in now.

Wizard 5
Mage of the Arcane Order 2
Spell gaurd of Silverymoon 5
Incantatar 1
Wayfarer Guide 1

Feats ( It all works out with my levels and feats I just can't remember There order )
scribe scroll
Empower spell
coopertive spell
combat casting
Iron will
Spell focus necromancy
Greater spell focus necromancy
Mother cyst
Heighten spell
Maximize spell
Extend spell
And one more meta magic feat. ( I would take flaws for more feats if I could.)

STR 8
DEX 10 (12 enhancement)
CON 10 (16 enhancement)
INT 24 (30 enhancement)
WIS 20 (22 enhancement)
CHA 17

The DM said we could start any age we wanted so I made him 90 and he's human. So to say the least str, dex, and con are low. But using long lasting extend spell that enhance them is what I'm going for right now. I've got scrolls of steal life and unhallow. And I've boosted my use magic device with a custom item. That is my plan to get back 6 points for my str, dex, and con. Now I need to do I find a village of goblins, bend them to my will and suck the life out of them.

Any suggestions for this build and the advancement of it.

Draining the life-energy of some random Goblins sounds like a decidely evil act - and Spellguard of Silverymoon has a non-evil alignment requirement, although you have taken all 5 levels of it and can safely break your vows. Obviously you would advance by taking more levels of Incantatrix.

Goblins, no one cares if goblins die. There is a good chance that I will take more levels of it. But I would like to do something new. That is why I'm trying the necrotic cyst spells. But the only way they work is if my tagert already has a necrotic cyst in them. So I heighten the necrotic cyst spell, and then hit with one of the other necrotic spells. Most of the damage dealing ones are save or die ( and blow up ). And still take lots of damage. I would like to find ways to improve on that aspect of the build with out having to take more levels of Incantatar.
