How would you assign the ability scores , if you start at level 1. A poster on another board said that every wizard will start with an 18 in INT. But couldn't it be a good idea to start with a slightly lower INT score (16 for example) to be able to increase your CON or DEX instead ?

On a 25 point buy, definitely don't buy an 18 as a wizard. The 6 points spent going from a 16 to an 18 could raise another stat to a 14.

On a 25 point buy:
Str:10(2) +0
Dex:13(5) +1
Con: 14(6) +2
Int: 16(10) +3
Wis:10(2) +0
Cha:8(0) -1

If you bought an 18, it would look more like:
Str:8(0) -1
Dex:10(2) +0
Con:13(5) +1
Int:18(16) +4
Wis:10(2) +0
Cha:8(0) -1

The key difference is that at up to 8th level, you only lose 1 from your spell save DC's and 8 skill points. But, you can get more plusses overall if you buy a 16 instead of an 18. At higher levels you would still be missing 1 on your save DC's versus a wizard who put all their points into INT, but you would have more HP's and a better AC. And could carry more in the example above.

Also, in the example above, if you are intent on putting only points into the 16 int, you can drop one from dex and add it to another stat. Won't give you another plus, but it can help with low level concerns like carrying capacity. If you wanted to take it to a bit more of an extreme and concentrate more on living and having a 16 int, you could take:

Str 8(0)-1
Dex 13(5)+1
Con 16(10)+3
Int 16(10)+3
Wis 8(0)-1
Cha 8(0)-1

And take Dwarf as your race, for 18 con and 6 cha.
