How do you increase your damage/round if you're a small-sized and low strength character without having to rely on sneak attacks?

Str 11
Dex 20

Sorry.. you got me on this one. I would say increase strength. :)

Through spells and/or items. Polymorph is another way. What kind of character is it?

Another thought: Perhaps increasing strength isn't an issue if it has a high dex?

You only need one feat: Leadership. Score a bad-ass bodyguard. :D

You're not really giving us a lot to go on here. Weapon enhancements (and greater magic weapon) are the only universal thing that comes to mind that your character can deal with.

The psionic weapon enhancement Collision is a +2 bonus for 5 extra damage.
some item of +2 str, and power attack along with a high BAB can do it too.
If you're a figther you can take weapon specialization.
For a druid you can wildshape and nature's favor yourself, along with greater magic fang.
improved criticals increase your chance to crit and do more damage.
poisons on your blade that deal con damage can make killing your target easier.
Boots of haste, haste being cast on you, or weapons of speed increase full attack damage.
Weapon of spell storing (or multiple of them with quick draw) each with scorching rays cast into them.
The golfbag approach - bane weapons of many types of enemies.
If you have a high int, take 3 levels of swashbuckler

In short, there are a lot of ways - it really just depends on your character on what's most feasable for that character.

Smite works if you are a paladin.. or some other prc with the smite ability. (Or a celestial build)

every kind of bonus-damage, especially via attributes added.

three levels of swashbuckler for example give int to damage.
sacred fist, shiba protector give wis to damage
divine might works with cha to damage

etc

Make a character that relies on charging (for those multipliers on every attack..) or play a spellcaster :D

You could play a duelist. They get the extra precision damage dice for attacking with certain weapons and no armor.

If you have a good dex get a sword of graceful strikes. (if it's still good in 3.5 that is. It's in Arms and Equimpment) Then you can apply you dex mod instead of your str mod to damage. But it costs quite a bit, 70,000 i think.

I thought somebody would say the obvious: Two-handed Weapon Power Attack. Increase your To Hit to as high as possible and trade it for damage. Obviously Fighters should take Weapon Focus, Weapon Specialization, Greater Weapon Focus and Greater Weapon Specialization.

You might also consider increasing Number of Attacks over raw damage.

Psionically sheathing your weapon in energy.
Dragon Samurai from the minis book is great for improving damage output.
A high level fighter with Improved Specialization doesn't suffer much pain from losing a few points of damage anyway.
Monkey Grip will allow you to use larger weapons (albeit at a price).
EWP (bastard sword) is a classic.

OK, his Str is too low for power attack, and number of attacks is useless if none of them do any damage.

Andreas has the right idea. Play a Hunter of evil (Ranger/Stalker of Kharash/Foehunter).

Except I said all that :P not to mention i mentioned that he'd have to get +2 str to do it too.

but, yeah, two weapon fighting could be a good way to increase damage too.
