Ok, so the 3.5 whip is a melee weapon that grants 15' reach, provokes an AoO to use and doesn't threaten. It's one handed and finessable, but not light.

Whirlwind attack now allows one attack against everything within your reach.

A whirlwind attack with a whip allows a character to attack everything within 15'.

The lasher, as written, works ok with 3.5, but the info on imp. trip & disarm as well as the 'flurries' probably need some tweaking.

However, the change to ranged to melee weapon makes the lasher's sneak attack much more viable.

I think the culmination of this would be a 2nd+ level lasher using WWA & knockdown to have a chance at tripping everyone w/i 15'.

The lasher probably still lacks the damage dealing ability compared to some PrCs, however, it could still be quite useful adventuring.

If you were going this route you might want to consider trying to work in some weapon master levels as well (for ki whirlwind/spring attack). The ability to freely move about the battlefield, avoiding AoOs and knocking enemies on their asses left and right certainly seems interesting, though I'm also not sure how well it would work. And get a bladed whip of wounding and toss around some constitution damage while you're at it. :P

hoom... a 15 ft reach whirlwind? I can already imagine the shadowlords 'porting in and whirlwinding (I would think that you could whirlwind in place of a full attack for shadow pounce) with sneak attack damage... hoom... why don't people do that with spiked chains? ... oh well, different post then, don't want to derail this one...

edit: just realized why people don't do that with spiked chains as is: 3.0 whirlwind is all enemies within 5 ft. However, it will be a tactic in 3.5 I think...
