Simple question: what's the best way to avoid XP components in 9th-level spells, using as few class levels as possible?

Use a thought bottle to store XP. But that's just a whole new level of cheese.

Spell-like abilities don't cost XP.

If you want free Wishes, do a search for the Wish and Word build.

There's also an Epic-level magical rod, I forget the name, that provides a certain number of XP per day for the purpose of powering spellcasting.
