Let us assume for moment that there is no debate over the template's abilities--say that class HD count for the benefits.

How would one optimize a character who uses only claw attacks? The only thing I can think of would be greater magic fang + enlarge person with imp. natural attack...but that doesn't feel very strong, especially with only two attacks per round.

Helps?

Maybe warhulk since no need for additional attacks...

Superior Magic Fang would be awesome, as it would boost all your NA's. If your evil, Thayan Gladiator would be nice, and the Rapidstrike, and Improved Rapidstrike are a must.

Well... if you can be an Elan, this becomes alot easier, as you can take the Rapid Strike chain of feats. Monk levels would also be an option, as you can combine natural weapon attacks with your normal Flurry of Blows routine.

The Girallon Arms soulmeld from Magic of Incarnum can give you a rend attack, plus extra claws if you want them. You should also look into a necklace of natural attacks (or something like that, its been a while) in Savage Species. Slap speed on that baby, add rapidstrike (does a monstrous humanoid qualify for monstrous feats?) to taste, and rend for 4-5 minutes.

By the way Phaedrus, he can't be an elan; it's not eligible for the feral template.

You might also Consider, from Savage Species, a weapon called "Claws of the Beast". Function as +1 spiked gauntlets, HOWEVER, if you already have a claw attack, and you wear them, they make your claws +2 weapons, as well as add +1d6 physical damage to your claws (neither claw damage, nor character size effect the damage done, it's flat +1d6). Not alot, but +3-8 damage on each attack is pretty nice, not to mention the +2 is nice if you don't have GMF on you all the time, and even then, if GMF gets dispelled, you'll still have +2 weapons. Cost around 9-10k gold. I used them on my first feral character, and am using them on a seperate Poisondusk character.

Unfortunately, the character must be human, so no elan tricks...if only I could get a permanent bite attack...hmm...

EDIT: Is there any FEAT that makes one large-sized when raging?

Crumbs. It seems like maybe a weretiger is more what I'm after...but the bad HD and LA make me sad.

You can get a 1d4+Str bite attack by taking Willing Deformity and Deformity: Teeth from Heroes of Horror.

Thematically speaking you might want to take a look at the PrC Primeval. It's in Frostburn. I don't know if it's quite what you're looking for, but it has much the same flavor -- you don't get much more feral than a warrior (Barbarian's an easy route into the class) who can turn into a prehistoric animal and becomes more animalistic himself as the class progresses.

Slap the magebred and warbeast templates onto the animal. That just about makes it worthwhile for the lousy animal HD and lycanthrope LA (which doesn't count adjustments to the animal, so it's a bit of a rules loop). If you're not set on the tiger, dire animals have all good saves.

Here's a random build that I sketched up the other day:
Human Hexblade 4/Sanctified Mind 1/Warmind 5/SM +5/Druid 1*/Warshaper 4
- SM from Lords of Madness
* shapeshift druid variant, PHB2
BAB 18, saves 16/8/13 + cha (mettle)
+10 Str, +6 Con, armor +6 (+2 insight, +4 natural), speed 50'
