Here's a chalange, and it's a doosy.
Mirafar, a vampire, is the lich king of the city of the same name.
Bardic Music + Comand Undead + necromantic spells + vampire spawn + requiem feat to the point of playing an organ to power up a legion of vamps, zombos and goulies. To get his army in the thousands he has necromancers/evil clerics raising undead to supplement his controled undead. the point is that the pipe organ spreads his bardic music over a huge area to power up his undead alies/spawn.
I have CORE, complete arcane, DMG II, MM 2+3, frostburn, sandstorm, master of the wild and song and silence.

all i've got is remenants of wiz+true necro+virtuoso, but I can't remeber where true necromancer is from. I think it's a 3.0 book.

Hmm... Maybe a Sorc/Prestige Bard (UA)/Ur Priest/Sublime Chord/True Necro (Libris Mortis) Skip the vampirism, if you want to fit all this in by level 20. If not, just go Bard/Ur priest/TN and hope for the best.

this is a high level NPC, forget LA, CR is important
he's a vampire because his undead fate was forced upon him, liches seek imortality, vampirism is contracted. Mirafar makes the best of it though, by being the ruler of an undead kingdom, actualy not a bad place for the living, if you don't mind being subject to vampire bites every other week

The latest version of True Necromancer is from Libris Mortis. Don't use it, as its terrible for PCs or NPCs.

For this kind of build, you want Libris Mortis. Undead Leadership is almost a requirement, and the PrC Dirgesinger seems perfect for your uses though its very short range on most of its uses.

True Necromancer is okay if you take the feat Theurgist Specialist from Dragon Magazine #325 so you can combine your divine and arcane caster levels when you cast spells of a school that you took in Specialty Wizard, in this case Necromancy. That way you can be an undead general but the down side is that you will still control less HD of undead then a Dread Necromancer with a high charisma.

But if you're willing to use a small dirty trick, you could always go with Cleric 1/ Wizard (Necro) 3/ Mystic Theurgist 2/ True Necromancer 14. The way you get into Mystic Theurgist at your 5th level is by being a Illumain, have the Krau sigil, and taking Improved Sigil (Krau) using it on a 1st level cleric spell so you can heighten it into a 2nd level spell or be a human and grab Heighten Spell and Easy Metamagic (Heighten Spell) from Dragon Magazine #325 so you can heighten a 0 level spell into a 2nd level spell using a 1st level slot. That way you can cast 9th level Wizards spells and 8th level Cleric spells. And if you pick up Theurgist Specialist you can cast Necromancy spells at a 36 caster level.

aren't sigils campaign specific? I'm trying to set this guy up in my home made campaign.

I found part of my orriginal build, it's torn up

a variant necromancer from UA (don't have the book anymore), cosmopolitan for perform sing and keyboard, vulnerable flaw for cosmopolitan again, diplomacy and sense motive, prestige class at lvl 8: virtuoso from song and silence (still have it), spell focus (necromancy), extend spell at 3rd, craft wand at 5th, greater spell focus (necromancy), requiem feat at 9thl, extend song at 12th, str 12? dex 1#?

flaw: vulnerable -> cosmopolitan (diplomacy, sense motive)
1 necromancer cosmopolitan (perform(sing),perform(keyboard), spell focus (necromancy)
2 necromancer
3 necromancer extend spell
4 necromancer
5 necromancer craft wand
6 necromancer greater spell focus (necromancy)
7 necromancer
8 virtuoso
9 virtuoso requiem
10 virtuoso
11 virtuoso
12 virtuoso extend song
13 virtuoso

the rest is torn up

The Illumian's power sigils aren't campaign specific since it's an ability of their race. So if you have Illumians in your campaign they will have them anyways. And Illumains are from Races of Destiny if you didn't know were they’re from.

The racial paragon classes from Unearthed Arcana are open source, and can be found online in some versions of the SRD (like this one (http://www.d20srd.org/indexes/variantRaces.htm)). Human Paragon can take care of your skill problems without taking Cosmopolitan.

If I have access to it, I will use it. Thanks for the link, but the paragon class only fixs the problem with one skill, not all four that Mirafar needs. Is taking virtuoso all that can be done? and extra music feat?

If you are the DM, there is no particular reason you have to strictly stick to the rules in the books. By virtue of this pipe organ alone you are already going beyond the RAW AFAIK. As long as you have the great necormancer-lich-vampire-king-organist Mirafar, you might as well make him unique. Just be sure to assign him an appropriate CR and be ready to perform minor tweaks in play. The occasional mistake in balance when creating new abilities is unavoidable.
