Let me begin by saying this belongs on the Races forum.

That being said, Succubi have very good CHA mods
Or, if you want something LA +0, the Spellscale from RotD isn't completely aweful, just a little bit aweful. :D

well, one way of getting a good cha mod is to be venerable, which nets you -3 to all physical stats and +3 to all mental stats, ontop of your racial mods.

Unfortunately, the penalty to the physical stats is a real bummer, and the only way to avoid that off the top of my head at LA 0 is to be a Kobold with the Dragon-Wrought feat.

Actually, it's a -6 to all physical and a +3 to all mental.

Probably the best is the Petal (+8 cha, +2 level adjustment, no racial hit dice). However, it is listed as cohort only (perhaps you could persuade your dm?).

Other options with no LA:

Aasimar, Lesser [PGtF] +2 CHA
Star Elf [UE] +2 CHA
Magic-Blooded Template [Dragon 306] +2 CHA

Capital letters are not your enemy, either.

Try the Magic-Blooded template. I don't remember which issue of Dragon it was in.
