Two gamers have a disagreement about a rule. To keep this fair we will call them gamer A and gamer B.

Here is some background information:
A pc is a 4 wizard/3 fighter. He obtains a new level and he decides to take another level of fighter. However, he wants to gain more ranks in knowledge: history if possible. This skill is a class skill for wizards, but it is a cross-class skill for fighters.

Gamer A says that the pc's cost to purchase ranks in knowledge: history is 1 skill point for 1/2 of a rank. Gamer A says that the pc's maximum ranks in the skill is 11.

Gamer B agrees on the first point. However, Gamer B says that the pc's maximum ranks in the skill is only 5 and 1/2.

Please provide your feedback on this question. If you could add page citations to back up your views, that might also help to settle the disagreement.

Gamer A is correct.

If a given skill is a class skill for any of the character's classes, it has a maximum rank of Level+3, or 11 in this case.

SKILLS SUMMARY

If you buy a class skill, your character gets 1 rank (equal to a +1 bonus on checks with that skill) for each skill point. If you buy other classes’ skills (cross-class skills), you get 1/2 rank per skill point. Your maximum rank in a class skill is your character level + 3. Your maximum rank in a cross-class skill is one-half of this number (do not round up or down).

...*SNIP*...

Regardless of whether a skill is purchased as a class skill or a cross-class skill, if it is a class skill for any of your classes, your maximum rank equals your total character level + 3.

For future reference, this is definitely the wrong forum for that question. Try the Skills & Feats forum.
