How can I optimise controlled skeletons and zombies?

Also, Plague of Undead - does it follow the same limitations as animate dead for creating a creature with x HD? (20HD max for skeletons as per MM, 10HD max zombies as per MM). If not, what creatures above 20HD are worth making into skeletons/zombies?

Animate dead + skeletal dragons/zombie dragons (draconomicon templates) seems to work. Has this been clarified? This seems the obvious choice for the animate dead spell as they're not HD restricted on a per creature basis.

(I think I've seen people mention war trolls, sure they're nice but they only have 12HD and advance by character class so they can't ever have more than 12HD as skeletons [they lose their class levels], so I'm a bit confused.)

Typically giant skeletons are your best bet. (As in, skeletons raised from Giants).

Zombies are too slow, plain and simple.

Okay further information - character that this affects is a lvl 30 dread necromancer with 45 cha, permanent emanation [greater consumptive field], advanced learning [greater consumptive field], and a rod of undead mastery, undead mastery [epic feat] That's over 1200HD of undead controlled, 300HD commanded and since plague of undead uses caster level as the cap on how many you can raise with one casting that's 45*4=180 max HD for any one skeleton/zombie. This guy needs to somehow survive in epic so does anyone have some ideas on how to make this viable build vs. epic creatures/NPCs?
