Would a goblin natural lycanthrope (owl) rogue/assassin with permanent Reduce Person make an extremely effective stealth-based killer?

I'm thinking of using Flyby Attack and making the death attacks with talons in animal form, it'd get Weapon Finesse as a bonus feat, and I think Dodge and Mobility would be important to deal with entering a target's space to attack if it has Combat Reflexes and manages to overcome/circumvent the huge Hide and Move Silently checks. Which other feats would be useful for a goblin were-owl rogue 6/assassin 10?

Darkstalker (Lords of Madness) lets you foil blindsense/blindsight/scent.

Craven (Champions of Ruin) gives you a bonus to sneak attack damage equal to your character level.

Shape Soulmeld (phase cloak) + Open Lesser Chakra (shoulders) (Magic of Incarnum) seems potentially effective, as it lets you turn ethereal while you move - in other words, no AoOs. Admittedly, it's a decent-sized feat investment.

I'm sure there're more, but nothing coming to me off the top of my head at the moment... I'll try to post more if I think of them.

Well those are good starts, and yet another reason I must acquire Lords of Madness. Thanks for the tips, any other suggestions to consider?
