I thought of a concept I'd like to try to play, but can't really figure out how to pull it off. I want a fighter type character that is really hard to hit, and has an easy time hitting you, but he doens't do much damage. I envisioned a halfling throwing daggers, with lots of tumbling. He's always there, but you don't concern yourself with him at first, after all, how dangerous can a dagger throwing halfling be? you wind up chasing him around, and never can seem to hit the little bastard. I need someone that is good throughout the levels from 1-15. any ideas? 32 point buy, and most books will be allowed. However, our DM strictly enforces the favored class penalties, and will include prc in the calculation if you don't finish them out.

Swashbuckler 3/Rogue X/Master Thrower/Invisible Blade

Make sure of course you take rogue levels first for the bonus skill points. This will give you the ability to throw multiple daggers using a ranged touch attack as per the Master Thrower ability, and get some decent damage out of it.

I suggest taking the Spring Attack Tree or the Far Shot feat so you don't have to be that close when you throw your daggers.

If you can take the ghostwise halfing they are pretty cool with their ability to speak without sound or the strongheart for the bonus 1st lvl feat.

that's a start, search the boards for optimized ranged rogues for more ideas.

Kenders ,they are annoyement incarnate.
Ask to your DM if you can take Blade Bravo with kenders , and you're set.

You can be a Kender Blade Bravo anyway, just have to be Stoneblessed first. ;)

I know that, but to me this PrC has been created for kenders , not gnomes!

Look at the guy ! Look at the abilities: they can even TAUNT.
Kenders , I said!

I'd probably go with a spring attacking monk for this sort of concept.

Well, what do you mean by annoying? I made a pretty annoying fighter/monk build on another thread, but it wasn't a damage-dealing annoying. It was you can't hit him without being tripped and/or hit back annoying, coupled with a nya nya you can't grapple me annoying.

BTW, Whisper Gnomes, with their 30 ft. is what you're looking at.

Well, there are many ways to be annoying.

You could go the karmic Strike+ sidestep route, only allowing the opponent a single attack in a full-round (except he has reach), you could go the Spring Attack + Reach + Stand Still, the Blade Bravo (as already mentioned) is also quite annoying.

Also, take a look at the Elusive target feat, from CW.

Don't forget to look at the Arcane Duelist.

Well hard to hit, going with two weapon defense would be rather easy to make yourself hard to hit. With the full defense action and ranks in tumble you're going to be the tank from hell.

Personally I like the idea of the Psywar/Elocator with a reach weapon and caprious step.

Psyrogue/elocater is sweet, especially with Elo's flanking ability and Dimension Door Spring Attack.
Elusive target is a given, it irritates big strong attackers and attackers with reach to no end. Makes flanking you a bad idea too.

if you want to be an annoying adversary, play a pixie.
now you see, me now you don't, (surpress or resume as free action)

i can fly beyond your reach.
i can tumble as good as any rogue (+8 DEX)
i hardly do damage, unless you want to (-4 STR)

Play it straight rogue for sneak damage whenever you are ready playing with the enemy. and be sure to use the all it's spellike abilities often, permanent image, polymorph self, lesser confusion...
it's got int bonus and CHA bonus, for nice bluff skill.(taunt?)
in 3.5 it got DR 10/cold iron, so very difficult to kill, even at low lvls.
the only disadvantage is that it is a +4LA race which your DM might not approve.
