maybe a swashbuckler/fighter? you'll want a decent int (at least 13) to get combat expertise and improved disarm. so then 3 levels of swash will give you finesse for free and int to damage (since it will be at least +1 anyways), and then you can pick up a lot of bonus feats from fighter. i'll think about the full fleshed out version when i get a bit more time.

Swashbuckler / Fighter / Dervish is what you want. Swashbuckler gets INT to damage and free finesse, fighter to fill up on bonus feats, dervish allows you to finesse scimitars, gives bonus to damage and attack rolls, mobility, ac and lotsa attacks.

Human Fighter 18/Rogue 2 (nets evasion, +3 Ref, and +1d6 sneak attack damage, good for flanking)

Feats: Weapon Finesse, Weapon Focus (short sword), Two-Weapon Fighting, Combat Expertise, Improved Disarm, Weapon Specialization (shortsword), Greater Weapon Focus (shortsword), Greater Weapon Specialization (shortsword), Two-Weapon Defense, Improved Two-Weapon Fighting, Greater Two-Weapon Fighting, Improved Initiative, Improved Critical (shortsword), Power Critical (shortsword), Dodge, Mobility, Iron Will, Combat Reflexes

Skills: up to you, but get useful ranks in Tumbling and Use Magic Device

Gear: your shortswords should be some kind of elemental burst weapons. Ghost touch is mandatory. The rest is flexible, but keen is no good. One should be cold iron and the other alchemical silver.

That pretty much makes you the Madmartigan of the shortsword world.

I think that Ftr4/Rogue3/InvisibleBlade5/Ftr8 is the way to go.

Pick Daggers or Punching Daggers and totally focus on them. As a side benefit, you'll have a decent throwing weapon, and enough feats to be powerful in melee and ranged combat.

Here's my (probably sub-optimal) 25 point-buy Human build:

Str: 12, Dex: 15, Con: 13, Int: 14, Wis: 10, Cha: 8

1: Ftr1: Weapon Finesse, Quickdraw, Two-Weapon Fighting
2: Ftr1/Rog1: boost Tumble and Bluff
3: Ftr2/Rog1: Weapon Focus (Dagger), Combat Expertise
4: Ftr2/Rog2: Dex +1, Evasion
5: Ftr3/Rog2: blah
6: Ftr3/Rog3: Improved Feint
7: Ftr4/Rog3: Weapon Specialization (Dagger)
8-12: Invisible Blade, don't have Complete Warrior with me, sorry
8: Dex +1
9: Improved TWF or Improved Critical (Dagger)
12: Dex +1, the other feat from the line above :)
13-20: Fighter, so as to pick up Greater Weapon Focus / Specialization and Greater TWF. Two stat boosts save one go to Dex, the other one goes to Con (unless you find a Tome of Health +1). Sketch:
14: Ftr6/Rog3/IB5: Point-Blank Shot
15: Ftr7/Rog3/IB5: Precise Shot
16: Ftr8/Rog3/IB5: Dex +1, Greater Weapon Focus (Dagger)
18: Ftr10/Rog3/IB5: Improved Precise Shot, Greater Two-Weapon Fighting
20: Con +1 or Dex +1 (see above). Ftr12/Rog3/IB5: Greater Weapon Specialization (Dagger)

Final BAB is +19/+14/+9/+4 and +19/+14/+9, with penalties and bonuses
Attack +19 (BAB) +4 (19 Dex) +2 (WF/GWF) -2 (TWF), so +23 before any magic or weapon quailty bonuses apply.
Damage 1d4 +1 (Str) +4 (WS/GWS) and sometimes +5d6 (Sneak Attack).

And that's before magic, and before whatever other bonuses Invisible Blade grants -- sorry, I can't remember, just that it was a cool looking class for TWF finesse builds.

Remember that Swashbucklers lose their extra damage when they don't have a free second hand, so they're a bad choice for TWF builds.

Where does it say they lose their extra damage when they don't have a free second hand? Maybe you're thinking of Duelist and Canny Defense?

Ah, it's probably the Duelist's Precise Strike that I was thinking of. Sorry. (I don't have CW with me right now...)

Yeah, Insightful Strike works with any light weapon or weapon that Weapon Finesse works with. Swa/Ftr/Duellist works, but i would probably go Swa/Rgr/Due and back to Rgr to finish. Wood Elf is a good race to choose to eliminate exp penalties as Ranger is their preferred class. If you need a weapon that gives you a bonus to disarm and is light take Nunchaku. (Yes i did read your post of no OA but the weapon is core and in the PHB.) It is the only weapon i can find offhand that you can both finesse and twf with unless you take multiple levels of Master of Chains -- which might be even better for you, depending on how you want to allocate skills, BAB, etc.

I personally wouldn't go Duelist, since you need to wear no armor to get any (or most) of the abilities. You could go Invisible Blade to get that extra 3d6 sneak attack and free action bluff, although I'd recommend the pseudo-errated version (change of prereqs). That way, although you do get an int bonus to AC per level, the no armor qualification isn't required for all the class abilities. Beyond that, I can't really think of any other PrCs to look into. Hmmm...
