Is there any way to achieve either of these? For the first part, miracle obviously works for arcane spells lower than 7th level, but what about higher than that? Is the Initiate of Mystra the only way to cast in an Antimagic Field apart from Salient Divine Abilities?

Extraordinary Spell Aim will keep the buffs on you when you drop an AMF. If you're an arcane caster, you can use Archmage's Mastery of Shaping to carve out a hole for yourself.

I believe the Spellguard of Silverymoon PrC has a class ability that would make the wizard or sorceror immune to his own AMF.

Changeling Recaster can do some shaping of AoEs as well.

Anyspell, Greater Anyspell(both from the Spell domain) and Miracle can allow Clerics to use Arcane spells, and many arcane spells are on domain lists.

There is also the infamous Initiate of Mystra feat that lets you cast in a dead magic area or antimagic field if you beat a skill check (Concentration? Spellcraft?).

Initiate of Mystra requires a caster level check. The DC is 20+spell level for dead magic zones or 11+caster level for AMFs.
