Equipment: 2x +1 sure striking bow of distance and radiant holding. Though highly improbable with standard L20 wealth, not to mention somewhat redeundant, try and fit in the Bow of the Solars slaying ability on them.

Quiver of Anariel, producing +5 adamantine arrows.

Belt of magnificence, as it should be costed (86k or so, have an artificer cohort make it with discount cheese)

Bracers of armor +8

Command word item(s) of Grave Strike, Golem Strike, Vine Strike, Ghost Strike, Guided Shot and Hawkeye (all from Complete Adventurer)

Her mission in life is to polymorph into arrow demon form, then using Power Shot to add 20 damage to her arrow shots, while resolving her attacks as touch attacks thanks to the radiant holding enchantments.

She can fire touch attack arrows doing
+20 power attack damage
+5 collision damage
+5 enhancement damage from quiver of Anariel arrows
+9 Int modifier damage from Swashbuckler 3
+12 Dex modifier damage from Champion of Corellon Larethian 2
+2 from strength
+2 damage from Cragtop Archer 2
+1 from moutnain warrior
+1 base force damage from the bolt of radiant holding

for a total of 57 damage per arrow.

Add Grave Strike, Golem Strike, and Vine Strike (lets you sneak attack undead, constructs and plants respectively), as well as Hunter's mercy (Automatic hit, automatic threat) and Improved ranged critical x2 from Deepwood Sniper 7

Multipliy by 5 to 285 damage per arrow, effective against all the traditionally SA immunes (admittedly this is iffy, but there could be a strong case for allowing all precision damage to be affected by this as well, being that even +21 precision from CoCL and Swashbuckler don't compare to the 10d6 a rogue can EASILY do with those spells active.).

Against crit immunes, damage drops drastically, but most crit immunes don't need that much damage to take out due to lack of Con score. In arrow demon form, she can fire 12 times a round with Rapid Shot and Haste, to a range of [110 (base range for composite longbow) x 2 (Far Shot + Hawkeye) + 70 (Deepwood Sniper 7)] x 15 = 4350 feet.

There's at least a few major problems with the build - CoC and Swashbuckler's abilities don't apply to ranged weapons...

For starters the elegant strike ability of the CoCL does apply only to attack rolls with longsword, rapier, elven thinblade, elven lightblade, elven courtsword and scimitar... not to bows. Also the swashbuckler insightfull strike aplies only to attacks with light or finessable weapons. The bow is not a finessable weapon.
Also use-activated item of hunter's mercy is something that should be considered epic item on the same shelf with use activated true strike.
No its not iffy and there is no strong case. Creatures immune to sneack attacks OR critical hits are immune to the Insightfull strike (well it does not apply to bow attacks on the first place, but even if it does) damage. This spells negate their immunity to sneack attacks, but they DO NOT negate their immunity to critical hits. So Insightfull strike is still useless against them.
Radiant holding is a property that can only be placed on ranged ammunition and NOT on the ranged weapons themselves.

Is the "arrow demon" from some ACTUAL book, or did someone just homebrew it. It seems rather... well... pointless.

Ern, I can't see how this character can polymorph into an Arrow Demon anyway - she's not an outsider.

You may want to susbtitute blooded with Sharp Shooting if you are not playing with character regions or cannot qualify for blooded.

Advantages :
Full BAB progression
DEX and WIS apply to AB
You get Superior Weapon Focus and Specialization
You don't provoke any AoOs.
You can "Power Attack" your ranged attacks
Ability to sneak attack (6d6 extra damage)

Disadvantages :
Since the focus lies on your DEX and WIS scores and your STR is somekind of secondary ability score (mighty bows) you will be on quite low hit points.
May be dependant on a party's spell caster for weapon enhancement
No spellcasting ability
WIS modifier from Improved Zen Archery does not stack on distances above 30 feet.

and even if he could... he cant use the additional arms...
;-( which suck i think they should change the rules on polymorph

I agree completely, though I suspect our base rationale is not the same.
