AArchmage, at every level, gain a special ability, one is this:
Arcane Reach (Su): The archmage can use spells with a range of touch on a target up to 30 feet away. The archmage must make a ranged touch attack. Arcane reach can be selected a second time as a special ability, in which case the range increases to 60 feet. This ability costs one 7th-level spell slot.

Likewise, the Hierophant gains a special ability at each level. One is as follows:
Divine Reach (Su): A hierophant with this ability can use touch spells on targets up to 30 feet away. If the spell requires a melee touch attack, the hierophant must make a ranged touch attack instead. Divine reach can be selected a second time as a special ability, in which case the range increases to 60 feet

The diffrence? The Archmage sacrifices a 7th level spell slot. Why would they even make that?

Take a gander at the classes: Archmage increases spells per day, spells known and caster level; Hierophant does not. Theres the tradeoff.

Chalk it up to the powers that be hating wizards. They gives clerics armor and healing and armor and well I think I forgot about armor. Just chalk it up to them not liking wizards. Though the point about the advancing spell casting is probably the real reason. Though you picked one of the better abilities to complain about. That and shaping are about the only useful abilities in that list. Oh Substation is nice as well. Might be one other. But yeah basically it's rather sub par for the title of ARCH MAGE something that we like to think means something. On the other hand for the divine one just take some Practiced spell caster and you should be fine.

just to quantify this detail, at lvl20, the cleric19/heirophant1 (for this ability) loses a level 8 AND a level 9 slot.

The archmage just loses a level 7 slot.
