Ray of Enfeeblement is a first level spell that can do 1d6+1 str damage on a ranged touch attack with no save. It costs barely anything to make, so an artificer can blow charges on it like crazy without going broke.

here's a little example:
quickened, twinned, and maximized. Your blowing 22 charges, but in turn dealing a BBEG or anything whose melee attacks you fear 28 points of str damage, making attacks that would normally destroy you harmless.

This all assumes that the effects from RoE stack, i'm assuming that they do, but if I'm wrong please correct me.

RoE doesn't deal damage (it gives a str penalty) and it doesn't stack with itself.

hmm, thats too bad. RoE could still be maximized and empowered assuming you have the feats, giving a str penalty of 10, giving -5 to attack and dmg.

Maximised and empowered doesn't quite work like that, you'll do max(1d6 + 1) + 1/2(1d6), ie 7 + 1/2(1d6) = 8,8,8,9,9 or 10
