I have seen the term thrown around for forever and a day, can someone tell me how to do it?

It's a feat, from savage species

there's also another feat, with the same function(but a little different) in the XPH: metamorphic transfer

Assume Supernatural Ability is a feat from Savage Species, it allows you to assume one ability of the creature however you'll take a penlty to attacks, saves and such while in that form. It will require a will save to use the ability in stressful conditions and the ability is based off your non-transformed stats.

So since you probably ignored STR DEX or CON in rolling stats odds are your going to be using the skill with no bonus. You'll require the Improved feat to negate the disorienting effect (penlty to rolls/saves), but will still have to make the Will Save to use the skill in combat.
