Could someone clarify the rules on SA dice with rays and touch attacks?

After checking Complete Arcane, it seems to imply that you can SA dice on non-damaging spells. Is this true? The example used on page 86 of Complete Arcane states that you gain Sneak attack dice on Ray of Enfeeblement.

What about Touch of Idiocy. I understand that I wouldn't get extra stat drain but would I get untyped sneak attack damage?

Is there a cap to damage from Sneak Attack on any given spell? Could I use a Ray of Frost (0th level wizard spell) for 1d3 cold damage +10d6 frost damage from sneak attack?

Could I use Dimension Hop or Dispelling Touch to get Sneak Attack?

If you are going to tell me that the SA doesn't work on non-damaging spells, please cite a book and page number. I am trying to get this cleared up officially and would really like a passage in a book to be pointed to. Thanks.

You can get Sneak Attack with any spell that mimics a weapon, meaning that it must require an attack roll and deal damage, including Hit Point damage and Ability Damage, but not spells that induce a penalty (such as the aforementioned Touch of Idiocy).

Reread page 86 more carefully. The only example of Ray of Enfeeblement is used for Critical Hits (and specifies that it cannot score a critical hit), and the section on Sneak Attacks says "A successful sneak attack with a weaponlike spell deals extra damage of the same type as the spell normally deals." If the spell does not normally deal damage (say, imposing penalties), then obviously you can't add sneak attack to that.

There is no cap on Sneak Attack relative to spell level. If a rogue can get +10d6 SA with a 1-damage Shuriken, he can get +10d6 SA on a d3 damage Ray of Frost.

I'm not too familiar with Dimension Hop or Dispelling Touch, but if they do what it sounds like, Dimension Hop just moves you around, so it could qualify you for SA if you move into a flanking position. Dispelling Touch doesn't deal damage, so cannot be used to score a Sneak Attack.

P.S. Rules questions usually go onto the main D&D boards, rather than the CO boards. This one would probably be best suited for either Magic & Spells or Combat & Equipment. Just to mention for future considerations. :)
