So, trying to get the most out of the 3.5 Tempest. To be honest, all I'm interested in is dual-wielding bastard swords, so if there's a build that's more reliable, I'd welcome suggestions.

Human Fighter4/Ranger 2
STR: 16
DEX: 18
CON: 12
INT: 11
WIS: 14
CHA: 8

1 Fighter 1 Ex Weapon Prof: Bastard Sword, Dodge
2 Ranger 1
3 Ranger 2 Combat Style: TWF, Oversized TWF
4 Fighter 2 Mobility DEX (19)
5 Fighter 3
6 Fighter 4 Spring Attack, Improved TWF
7 Temp 1
8 Temp 2 DEX (20)
9 Temp 3 WF: Bastard Sword
10 Temp 4
11 Temp 5
12 Ranger 3 Greater TWF STR (17)

And then probably ranger from there on in. Thoughts? Hints on magic items? Heck, should I just scrap Tempest and use Dual Strike rather than TW Spring Attack?

Just a thought for magic items; Sunblades, baby. Wielded as shortswords (so a lower TWF penalty), 1d10 damage, double damage against undead.

1) Fighter: Dodge, Exotic WP (bastard Sword), Mobility
2) Fighter: Weapon Focus (bastard sword)
3) Fighter: Combat expertise
4) Fighter: Weapon Specialization (bastard sword)
5) Ranger:
6) Ranger: Two-Weapon Fighting, Oversized Two-Weapon
7) Dervish:
8) Dervish:
9) Dervish: Spring Attack (free), Improved Two-Weapon
10) Tempest:
11) Tempest:
12) Tempest: Greater Two weapon

Then I would take last two levels of tempest, and then last six in dervish. Overall haveing the WF feat early will help you more than it will later, as will be specialization (this is easily switched out if another feat is what you are looking for, like blind-fight). Plus Combat expertise will be real handy.

Some brief thoughts:

Switch Str and Dex. You won't need to qualify for TWF feats for eons, and by then, you should have magic items to increase your Dex. If you're worreid about antimagic fields, get a book late in the game.

The biggest advantage of oversized TWF is that you get Power Attack on both weapons. To this end, you may want to consider methods to improve your power attack returns. The obvious way is to take a level of barbarian and go into frenzied berserker. Other ways to increase Power Attack returns are mostly feats, like CV's Leap Attack or CW's Combat Brute.

Beyond that, all the standard advice for TWF applies: you need to get as many damage bonuses that apply to both weapons as possible. Dervish is a decent way to do this. The only other typical means that works is, I believe, weapon enchantments. You may even want to consider Weapon Focus/Specialization, though I normally stay well away from those feats.

Heavy longswords are going to be better than bastard swords. "Heavy" information can be found in Magic of Faerun. 2d6 base on heavy longswords, as opposed to a standard bastard sword. Still requires an EWP, though.

Another option, if you don't want to go for high INT, is to go Ranger6/ Fighter1 and then into Tempest. You can still squeeze in all the required feats and oversize TWF. At 9th level, take Power Attack. After finishing Tempest at 12, go for fighter. Arrange the stats like this: Str 18, Dex 14, Con 16, Int 11, Wis 12, Cha 8. You can take feats like Elusive Target and other tactical feats later on.

Alternatively, you can go with Samurai 2/ Fighter 4/ Dervish/ Tempest.

You save the feats Quick Draw, TWF and EWP: Bastard Sword, and gain more HD at the cost of skill points (over Ranger).

My suggestion is: [EDITED]

Human: Monk2/Samurai1/Hexblade1/Fighter2/Dervish10/Tempest4

Using Unearthed Arcana Monk Variant

1 Monk1 [UA]: Dodge [free], Improved Unarmed Strike [free], Combat Expertise, Combat Reflexes
2 Monk2 [UA]: Mobility [free], Evasion [free]
3 Samurai1: Exotic Weapon Proficiency [free], Weapon Focus (Bastard Sword)
4 Fighter1: Two-Weapon Fighting
5 Fighter2: Oversized Two-Weapon Fighting
6 Hexblade: Karmic Strike
7 Dervish1:
8 Dervish2:
9 Dervish3: Spring Attack [free], Improved Two-Weapon
10 Dervish4:
11 Dervish5:
12 Dervish6: Greater Two-Weapon
13 Dervish7:
14 Dervish8:
15 Dervish9: FEAT
16 Dervish10:
17 Tempest1:
18 Tempest2: FEAT
19 Tempest3:
20 Tempest4:

BAB: 19
Saves: 15/11/13

If you also take some flaws from UA, then you can get an additional 2 feats at 1st level.

CW and OA Samurai don't grant quick draw by second level, and sadly the CW samurai only gets TWF with katana and wakizashi, not two katanas. Unless there is another version of the samurai base class I don't know of.

This is a dual Longsword build Im going to be using in our next adventure:

STR 16
DEX 18
CON 12
INT 14
WIS 12
CHA 10
(38 point buy)

Race = Core PH Elf
Edition = 3.5

1) 1 Ranger: (Track), Dodge
2) 2 Ranger: (2 weapon fighting)
3) 2 Ranger, 1 Fighter: (Mobillity), Oversized 2 weapon Fighting
4) 2 Ranger, 2 Fighter: (Spring attack)
5) 3 Ranger, 2 Fighter: (Endurance)
6) 3 Ranger, 3 Fighter: Improved 2 Weapon Fighting
7) 3 Ranger, 3 Fighter, 1 Tempest:
8) 3R 3F 2T:
9) 3R 3F 3T: Elusive Target
10) 3R 3F 4T:
11) 3R 3F 5T:
12) 3R 4F 5T: (Greater 2 weapon Figthing), 2 weapon defense
13) 4R 4F 5T:
14) 4R 5F 5T:
15) 5R 5F 5T: Improved 2 weapon defense
16) 5R 6F 5T: (Greater 2 weapon defense)
17) 6R 6F 5T:
18) 6R 7F 5T: Combat Expertise
19) 7R 7F 5T:
20) 7R 8F 5T: (Improved Disarm)

Since your Human and my build is elf, just throw in Exotic Prof: Bastard Sword as your lv one Human bonus feat and it works out fine.

I love playing Ranger/Fighters so thats why the build is based around Ranger 7/Fighter 8. This build has the exact same number of feats that a Fighter 15/Tempest 5 build would have (discounting the virtural Imp 2 weapon fighting at ranger lv 6 which is of no use) and has way more skill points.

If you didnt mind switching to warmaces (complete warrior) you could dual wield two 1d12 weapons at a cost of -2 ac (each warmace makes you lose 1 ac due to its weight).

There are also a lot of fun things you can do with the weapon style feats in complete warrior.

You could even do:

Human: Scout4/Fighter2/Dervish10/Tempest4

1 Scout1: Skirmish +1d6 [free], trapfinding [free], Exotic Weapon Proficiency, Dodge
2 Scout2: Battle Fortitude (+1 Fort Save & Initiative) [free], uncanny dodge [free]
3 Scout3: Fast Movement +10ft [free], +1 AC [free], trackless step [free], Weapon Focus
4 Scout4: Mobility [free]
5 Fighter1: Two-Weapon Fighting
6 Fighter2: Oversized Two-Weapon Fighting, Improved Buckler
7 Dervish1:
8 Dervish2:
9 Dervish3: Spring Attack [free], Improved Two-Weapon
10 Dervish4:
11 Dervish5:
12 Dervish6: Greater Two-Weapon
13 Dervish7:
14 Dervish8:
15 Dervish9: Karmic Strike
16 Dervish10:
17 Tempest1:
18 Tempest2: Combat Reflexes
19 Tempest3:
20 Tempest4:

BAB: 19
Saves: 11/12/9

If your using classes with extra damage dice why not pick up the 5th level of tempest? The special spring attack abillity allows you to make 2 seperate attacks when you spring attack (this allows double aplication of precision damage).

EDIT: Never mind, I see that there isnt any room to fit that 5th tempest lv in there lol.

i suggest this :
fighter 2/ ranger 2/ horizon walker 1/ darvish 3/ tempest 5/darvish ***

you can squize the HW by taking endurens as a feat by the fighter
you get TWF from the second lvl of the ranger

youll have feats on every lvl (almost) 1,3,ft1,ft2,ranger2(TWF)
the darvish3 will finnish the prereq for the tempest and the HR terain (desert)
will make the dervish dance with no fituge

If you go strength based with dual bastard sword 1 lvl of exotic weapon master for uncanny blow might be worth it, also helps with power attacking
