I am going to playing in a campaign coming up soon in which I will be playing the Arcane Caster. Point buy modified Base stats=10, 28 pts, option to reduce one stat to 8 for 2 more points 10-14 1pt each, 15-16 2pts, 17-18 3pts. I would like to play human, though I will consider anything but elf. The Books Available will be PHB, DMG, MM, Complete Arcane, Complete Adventurer, Complete Divine, Races of the Wild, Races of Stone. Starting at First level. Tear it up I want to see how close I came to other's ideas of Optimization.

The DM hasn't Decided on whether we will start at 1st level or 2nd Level. Assume 1st level and I can handle adjustments for 2nd. Please keep in mind I am going for a battle field controller not a Blaster or a Buffer or even a turn into a Troglodyte and wade into melee type guy.

Why not elf? You have access to RotW, and the elf racial sub level. Not to mention that grey elves get a boost to int, and lack all forms of flavor:P

Any way, I would go Human, with an 18 in int, and take Collegiate wizard, and extend spell.
If you dont want a dead first level feat, I would go with Iron will. I only say that, because I would be gearing my wizard to enter Incantatrix. That's just me though.

As far a spells, benign transposition, and grease are both must haves. That is really about all you need, and have the ability to cast per day.

What is a Incantatrax? Where do I find it? Collegiate Wizard I had and I was looking into Precocious Apprentice though not optimal later gives me Web at first level.

Well, if you just want to do battlefield control, a Sorcerer may actually be better than a Wizard. After all, there's a specific spell list of those spells which are good at battlefield control, which a Sorcerer can pick up fairly easily.

Is the PhB II allowed? If so, I highly suggest turning in your familiar for the ability to spontaniously do metamagic on the fly without extra time.

As far as a race... I'd suggest either human for the bonus feat, halfling for extra dex and AC, Gnome for the same reason as haffer, or Kobold because they're just plain fun to play as sorcerers (assure him you're not planning on writing up Pun-Pun).

Let's see... 1st level battlefield control spells...

Sleep and Color spray come to mind promptly. If you want to expand into the 'make them suck' category, pick up Ray of Enfeeblement.

As a Sorcerer, you get Simple Weapon Proficency, so pick up a Heavy Crossbow for a d10 of ranged damage when you run out of spells.
