Whats the best armour for a sorcerer character to wear? I want max defence with minimum arcane spell failure chance. At the moment i was thinking of:
mithral twighlight breastplate with a thistledown suit underneath (instead of the normal padding).
That gives me +5 armour,+5 dex and 0%ASF chance.
Is there anything better out there?

Mithril Tesselated armor counts as +2 fullplate and is light armor, it has an ASF of 15% and gives a +8 AC bonus with a +3 Dex bonus. Add the twilight enhancment and the thistledown undergarment and you have an ASF of zero.

This item is found in the arms and equipment guide, and it costs about 25k (before further enhancements).

While we're at it, throw in something that grants freedom of movement. Lets us avoid using our contingencies on that particular spell.

+4 ehancement, Book of Exalted Deeds. Pretects you from negative energy effects, like slay living and level drain.

DMG II, Githcraft armor template. -5% ASF, and it leaves all your enchant slots freed up.

Also, based more on practicality than rules, I'm not sure you could put a Thistledown Suit on Tesselated Armor. The armor assembles itself on command from identically-shaped pieces, according to description. Based on that, it's easy enough to envision Mithral Tesselated Armor with any enchantment you'd want. But as far as additonal armor components, the Thistledown Suit is a quilted, bulky underlayer. Doesn't seem like it would conveniently disassemble for storage when you removed the armor.

Speaking of arcane armor, is there a spell casters buckler or something with 0 %ASF?

A masterwork buckler has no ASF penalty.

If you can get the ability to cast in light armour, then the Halfweight enhancement from Underdark makes any armour light. It requires a psionic character to take advantage of the enhancements, but an Illithidwrought Halfweight armour is +4 but counts as light armour and has a +2 insight bonus (not enhancement).

Yes it does. It has 5%, same as a standard buckler.
A Mithral buckler has no ASF

If you get Force Adapt 2 then you can cast "greater mage armor"(3rd level spell) for a +8 AC bonus at 1hour/level(easy to get 24-hour duration on that) with no max dex :)

Without the levels in Force Adapt you only get a +6, but it's still good.
