I'm thinking a Charismatic Cleric of Obad-hai with Leadership, Rebuke Undead, a few copies of Improved & Extra Turning, and the Earth and either Air or Water Domains. Once you're powerful enough, use the Stone Shape and Wall of Stone Spells granted by the Earth domain to make a Stronghold. Get a Wizard cohort to cast Planar Binding spells to call lots of Elementals of your two domain types and Rebuke/Command them. Since the Rebuke Elementals ability is separate from the Rebuke Undead ability, you can max out your controllable Hit Dice of all three (the two elements and Undead). Use Skeletons and Zombies as your regular troops (since they're further separate from Rebuke Undead if you and your cohort Animate them yourselves), and use more powerful undead as elite troops. The Earth Elementals can travel through the Earth to strike at enemy strongholds from within, and the Air and Water elementals can fly and swim, respectively. And at Epic, it gets even more disgusting with Planar turning, Epic Leadership, that feat that gives you 10x followers, the one that lets you command 10x HD of Undead, and of course, Extra Domain, for the other two elemental Domains and for the Plant Domain, in order to be able to control even more creatures.

Why building a char for this? Just take the starting wealth and BUY everything! :D :D

I hardly think that the great leaders of the world had all the people as their cohorts or dominated undead/elementals. No, you just need to be able to build or take over your own empire. Surely you need social skills, but more you need cunning, ruthlesness and pure power. The great Roman empire was carved with both cultural influence and military strength, but it continued to stay as the emperors changed, some years gaining in strength and others losing in strength.

Clerics are mechanically great world dominators. Their big problem is that they themselves are subjects of their god. They are not rulers, but cohorts. I'd take a wizard or a real crafty rogue any day to be the real conqueror.

No, seriously.

Bard 4 / Fighter 1 / War Chanter 10 / Legendary Tactition 5

You end up with 14 uses of bardic music, with Inspire Courge +1, Inspire Competence, Inspire Toughness, Inspire Recklessness, Inspire Awe, and Inspire Legion. And you can combine two songs at the same time.

You also have Inspire Courge +3, 3/day, +3 Leadership bonus, The ability to direct your troops (+2 to attacks to all within 30 feet) and to hard march them.

Inspire Legion is really the best song for any army. All those level one warriors you have? They now have 20/15/10/5 BAB. Not bad eh? Get the Words of Creation feat from BOED and inspire courage +6, or perhaps Inspire Toughness for a nice +20 hitpoints to all your warriors. Note: this is temporary hp. THIS IS GOOD. Once they get hit a couple times use another bardic music to renew their temp hp.

Now have your cohort follow about the same path as you so that you can affect more of your army, covering a 720 square foot area for Inspire Legion with both of you.

For your high level followers have them be clerics/wizards for buffing using mass effects like Bless or even better Elation (BOED).

Now conquer the world. :)

why not just make a diplomacy expert, with a +70 or so to diplomacy?
then you dont need to control anybody, just make the whole world your friend
world conquest with no violence
and no reason for anybody to turn against you, since you are everybodys friend
world domination with no work
