You mean that actually saw play time?

Yes:
-- Diaboli Battle Sorcerer 8/Soul Eater 1/Master Transmogrifist 10/Warshaper 1

He uses Improved Energy Drain while in a Hydra/Darktentacles hybridized form for 24 attacks/round, each of them energy drains, each time grabbing a +1 to attack, saves, and skill & ability checks.

No:
-- Human Divine Minion of Thoth Master of Many Forms 10/Cleric 1/Daggerspell Shaper 7.

Ironically, mine's similar to NIN's...my "Boogeyman" build.

Feral Changeling Rogue2/Hexblade3/Warshaper3/Soul Eater 9/Blackguard 2

Not the most powerful build I've ever done, but in terms of sheer style, I think it's the best. The looks on the players' faces as they hunted him through the sewers, only to be confronted with his victims...a horde of children, now wraiths...

Yeah. That's good stuff. :)

In terms of raw power, probably my various Artificer builds.

3.0 monk1/paladin1/cleric18

Mind you this was a fairly core game with no PrC's and had the 3.0 hour per level owl's wisdom and eagle's splendor with extend spell

Bizarrely enough, mine is also a Soul Eater - my version of Mr Vandermar.

LE Elan Monk 2 / Hexblade 3 / Soul Eater 7 / War Mind 8

This character was the bastard love child of the King of Smack and the Boogeyman. Improved Rapidstrike for lots of claw attacks per round, each doing around 12d6 damage plus two negative energy levels, and healing back half the damage dealt. He is basically very difficult to kill what with having the craziest saving throws I've ever seen plus evasion and mettle. Also completely non-equipment dependant. Took a Balor in one-on-one combat without breaking a sweat (and then shapechanged into the form of aforementioned Balor...).

Just because I pulled it outta my rear end and it's at least decent.

I also made a Daggerspell Mage build that did about 500 damage with a full sneak attack. Unfortunately it's lost to the abyss because of the stupid search bug.

cleric5 of pelor/Divine oracle1/Radiant Servant of Pelor10/warpriest1/contemplative1

lots of domains, 9th level spells, good attacks with divine metamagic and persistant spell. It killed a glabrezu in one round. and it's only level 18!

another of the best builds

Although it's not necessarily my build (Kudos goes to Minotaur) I really do like it:

Favored Soul 8/Witch Hunter 2/Windwalker 10

I like playing Air Genaasi for the flavor (eventhough they are definitely not good for FS). You are the champion of air. You cast spells as a 19th level Favored Soul. You can fly, you're focused weapon is a greatsword and you have very...very...nice saves and BAB.

My other build is my own creation. I really love it:

Paladin 4/Monk 3/Apostle of Peace 2/Contemplative 10/Saint 1 (LA Buyoff required)

Pretty much you take the ascetic monk feat in order to gain 7th level monk unarmed strike. You have 9th level divine spells. Your BAB suffers (+14 I believe) but, that is not where this character counts. With a VERY high wisdom you have an AC in the upper 60s and any manufactured weapon that strikes your body must make a fortitude save or shatter instantly. Very nice build with some very difficult roleplaying aspects. It's definitely my favorite.

using 3.0 rules: A level 22 Ninja of a crescent moon with +130 to hide and always sneaky. He cleared out an entire bar in Sigil without anyone being able to see me.

Fighter 2/ Wizard 4/ Spellsword 1/ Incantatrix 4/ Eldritch Knight 9
It gets two abilities, each better than Divine Metamagic, each usable 3+Int mod times/day regardless of what Metamagic feat is used. +16 BAB, 17th level spellcasting at caster level 20 with practiced spellcaster, base saves of 13/5/13. Plenty of bonus feats, and awesome at self-buffing and party-buffing, especially with a Ring of Spell Storing. I've played it once at low levels, built one at 15th level for another game but didn't get to play, and now I'm about to use it in a game starting in a few weeks as soon as the DM gets back into town. Its probably my favorite build currently, because I love Gishes and this is the best one I've made.

Never played it, but a decent concept:
Whisper Gnome Lycanthrope, Were-Serval (Sandstorm), +3 LA, 1 HD/ Ranger 3/ Barbarian 1/ War Shaper 4/ Shadowdancer 2/ Horizon Walker 6
+8 Racial bonus on Hide, Move Silently, and Jump checks, plus a +4 Size bonus to Hide, with +4's from Horizon Walker. +10 Racial bonus on Listen checks, plus several other racial skill bonuses at +2 and +4. I've thought about replacing Ranger and Barbarian with the CV Ninja, since Lycanthropes get a Wis bonus and he'd be able to take Silencing Strike. Nothing of equal HD/ECL can Spot this character, at any level, as long as he takes 10. Thats without relying on any magic at all, every bonus is an [Ex] ability, so don't worry about AMF/Dead Magic.

I like my Rogue 3/Fighter 1/Wizard 1/Daggerspell Mage 10/Spellsword 1/Arcane Trickster 4 build. Playable 1-20 as the party Rogue, not obscenely powerful by any measure, but is a full-fledged Rogue who can cast in light armor and ends up as a 15th level Wizard caster.

Anyone asks, you're trying to play the old 'Fighter/MagicUser/Thief' from AD&D...

Hmm... tough question. Sadly, most of the builds I've made I've never gotten to use, either as a PC or NPC. Here are a couple of ones that I have gotten to use and liked:

NPC True Necromancer (http://boards1.wizards.com/showpost.php?p=5381919&postcount=13)

Epic PC Ninja (http://boards1.wizards.com/showpost.php?p=1399983)

I played a slightly different version of this (http://boards1.wizards.com/showpost.php?p=2674339&postcount=244) grappler/tripper/charger "monk" build, which had fewer monk levels and a couple of ranger levels. I only played it from level 11 to 13 or so.

I've also played several clerical archers (http://boards1.wizards.com/showpost.php?p=3267688&postcount=6) with levels in the Master of the Yuirwood PrC. I like them because they are basically rangers that are better than "real" rangers. :D

One of my best builds in play is a Razorclaw Shifter Barbarian/Frenzied Berserker with Shifter Savagery. I am playing it right now. A lot like Wolverine really.

Although I think the most powerful was a Gold Elf Wizard 5/Incantatrix 10/Archamge 5. He has the elf wizard substitution level that made him a generalist. Sheesh that one was pretty darn cool. I know it is an iconic build.

My funniest build though was a human Swashbuckler 6/Fighter 4/Duelist 10.

I think the most fun I've had with a min/max build was my Thri-Kreen Dervish. I never actually got around to playing it, and it's not nearly as good as a lot of builds, but getting 30-some attacks per round with elemental damage weapons is a lot of fun.

The most powerful character I've actually played, on the other hand, was a Grey Elf Wiz 10/Initiate of the Sevenfold Veil 7. Not an incredible powerbuild, but it was a lot of fun to play, and very frustrating for my DM.

Um. Here goes.

Favorite *pure* Arcane

Human
Wizard(UA summoner)5/Mindbender1/Alienist10/Wildmage1/PRC3

This beauty is an antagonist which actually has an artifact the party... anyways, she can hit some pretty high caster levels thanks to wildmagic, even if you take non caster PRCs for the last 3 levels this build can still pump out some good caster power thanks to 'Practiced Spellcaster' + Wildmagic.

and

Human
Warlock18/Chameleon2
Simple Super 'Builder' & 'Any Invocation' Guy

-

Favorite *tank* Melee

Warforged
Barbarian1/Fighter4/WarforgedJuggernaut5/Frenzied Berserker10

With the right items - this character is immune to death... well at least until his Frenzy ends but (with 20 starting CON that can get as high as 40 at level 20) thats not for a while.

-

Favorite Skirmisher

Monk12/Fighter4/Dervish1/TempestX (reliable damage w/ Weapon Spec)
or
Ranger2/Monk12/Fighter2/Dervish1/TempestX (more utility - Track, Favored)
or
Scout20 (also Barb1/Fighter2/Ranger2/Scout16 for 16 BAB)
