Going into effigy master at 7th and I need a good base critter for my first as well as subsequent effigies. Dm will not allow templated creatures but pretty much anything else is available. So far in the campaign we're fighting a lot of hobgoblins, worg-riding goblins and a scattering of dragons if this helps in your creature suggestions.

dusk giant (heroes of horror) is a bit cheap. it gains HD by eating dead things forest troll (MMIII) is supposed to be pretty decent with its natural attack capabilities. hydras (MMI) arent too bad ether.

...the aforementioned Dusk Giant is a wonderful investment, assuming you can convince your DM to allow it. The Cannibalize ability is an Exceptional special attack that is retained by Effigy. So it starts at like 6 HD but can 'eat' things until it hits 24 HD.

Actually, what happens is up to interpretation. The 'normal' Dusk Giant grows in size at every few HD, but has a limit. If your DM decides it can't do this 'growth' as a Construct, then he'd also have to, by the same logic, remove the HD cap. He'll be much more inclined to not do that, trust me.

Failing that, what's your size? If a medium caster and you get to level 10, make an Effigized Very Young Red Dragon. I twill be large, have more than sufficient strength, a good slew of natural attacks, and a 150 ft. Fly speed. Mind you, it will be the worst maneuverability, but for crossing areas it's second to none.
