Alright I am starting a new game.

I am told to make an 18th level character!

I am creating a Paladin/Halfing Outrider

What is the best possible mount to have. I'm told that as long as I meet the requirements it can be anything within the rules.

Since I'm an archer movement is a requirement, however if you can thing better then flying by all means.

Remember I'm a halfling.

Are you asking how you can get feats and such to make your mount better, or what animal would be the best choice?

Check out the Supermount thread. It should be in one of the link compendiums on these boards.

I'm asking what animal would be the best choice for an Archer.

Griffin.
Or any creature with Flight. A Dragon, for instance. ;)

the smallest mount with flying you can find. You won't always be in open spaces.

Yeah, that's Caelic's supermount, already mentioned, found here. (http://boards1.wizards.com/showthread.php?t=382372) You get a huge Griffon with 27 hit dice and str 36, or a gold wyrmling with 27 hit dice and str. 29.
