I'm drawing up some NPC's for an upcoming campaign and I was wondering if there was any prefered races for a spellcaster. The ECL limit is +1, so any race that's +0, +1, or a +0 with a +1 template can be used. I'm making a cleric, sorcerer, wizard, and druid with the type of spellcaster for each class still undecided. We use 3.5 rules and any WOTC book and Dragon Magazine up to January is available. Thanks in advance for the help.

Sun Elf (FRCS), Grey Elf (Monster Manual), Deep Imaskari (Underdark) all get INT bonuses. Black Ethergaunt (either MM2 or Fiend Folio) is another damn good Wizard race. Star Elf (Unapproachable East) gets a CHA bonus.

For a Sorcerer pick up Races of Dragon and take a look a Spellscales. They get a +cha for a -con. And there Blood Quickening lets them gain access to feats so many times that day.

Monster Manual II brought us jermalines- tiny fey creatures that grant +6 WIS for various stat penalties; however, I am certain that the anthropomorphic bat in Savage Species grants +6 WIS, -4 STR, -2 CHA, and 20' average flight at LA0.

Humans, for their bonus feat, are very good.

A xeph's dexterity and movement bonuses can be helpful.

Dwarves qualify for Runecaster, and gnomes for Shadowcraft Mage, both of which are quite nice.

Illumians can have a variety of special abilities useful to a spellcaster based on their sigils, and qualify for Loredelver.

Everyone so far has given pretty good advice...

I'll add in - if you're going to be a Wizard, consider being an Elven Wizard (As in, the racial substitution levels found in Races of the Wild)...

Those levels pretty much ensure that any generalist elven wizard will be more powerful and verstile than his non-elven counterpart.

Kobolds have it pretty good right now.

+2 cha & the ability to gain +3 to all mental stats for the cost of a feat

Yeah and take that feat in Complete Arcane that gives you even more spells! I think it doubles the number of spells you learn each level, drastically reducing the need of scrolls.

Yeah, and take that feat from Complete Arcane that let you learn more spells. Think it something of "Collegiate Wizard", something along those lines. It doubles the number of spells you get each level, drastically reducing the need of Scrolls. Now you get so many more spells, and and you also have a place to put them.

Also the Asamir is good, +2 CHA and +2 WIS, though not as good as the Jermalaine.

Since you said that Dragon was usable, I'm going to say that the Death-Touched from #313 is a good bet. +1 LA, and +4 to Charisma among other things.

Magic-Blooded is always nice for a Sorc, +2 Cha -2 Wis with other goodies for +0 LA.

As to how Kobolds get awesome mental stats, there's a feat that turns them into Dragons, which has the upshot of granting a number of abilities and removing aging penalties, so you play a Venerable Kobold.

Can't get much better than Spellscale (Races of the Dragon) for Sorcerers. Bonus to Charisma, and Blood Quickening meditions to get you metamagic feat effects (among other things). As a Dragonblood, you get access to Accelerated Metamagic, which removes the 'Quicken Spell' issue that most Sorcerers suffer from, as well as Practised Metamagic, which makes metamagic easier in general. Plus, the 1st Dragonblood Sorcerer racial sub. level is pretty good, considering that Familiars are usually forgotten during play.

Edit - All this applies to Kobolds, as well, so they're even better if you use Dragonwrought cheese. However, that's a lot less likely to fly with DMs.

magic blooded from dragon magasine has 0La and gives +2cha, -2int.

The neropolitan template from libris mortis is awesome for an arcane caster. It gives all the normal unstead things as a bsic including no con score. But with the right conditions it can be awesome:
a)a necromancer who sacrafices +1spell per level for enhanced dead (UA)
b)has corpse-grafter, bolster resistance, hardened flesh & nimble bones feats.
c)be created in a desecrated area with an altar in it
You get:
+4 enhance str/dex, +10 speed, +4 initiative, +4Na,+4turn resistance & +6HP/HD, D12 HD.
This puts your 1st level wizard's/sorcerer's HP at 18, most likely this will be the highest in the party. By level 20 you will have 255HP :eek:
