What was the ruling on Bestow Power. Can you target yourself with the power? Because if you can, a Torc of power preservation and that one feat from Races fo Stone, sound ncie to constantly refill my Power Points. Of course if it was disaproved and something else took its place, that would be nice to know as well.

Target: One Psionic Creature.

Sounds valid to me. Sounds like an answer to the Psionic Nova, at least when you are not flying or in the Elemental Plane of (not Earth). Make sure you take Craft Universal Item, or Psych Reform for it. Your DM will not certainly hand you the Torc!

A Psion with Earth Sense, Earth Power, and Overchannel can work this magic by level 13. Tons of PPs, even without AF. With AF/Fission this gets worse.

The way Bestow Power is worded, I believe that it doesn't so much add power points out of nothing as allow a transfer of power points from your reserve to your target's.

That is, you pay the 3 pp, and can then transfer up to 2 power points to the target (net loss: 5 pp, but only 3 spent on manifesting, so you're under the limit. Targeting yourself gives you a net loss of 3, since you lose as much as you gain). Reducing the manifesting cost to 1 (Earth Power + Torc) still doesn't allow you to pull PP from nowhere. The key word is transfer, along with generated in the moment.

The augment is straightforward, adding more PP to the whole mix. However, the drop of 2 pp from the initial manifestation is enough to counter stunts like this being used to perform indecent acts with the system.

It's easy to see both interpretations, though, so without official clarification, it depends whether or not you favor rules loopholes via splatbook integration, or RAI.

I always read it as 3 points to manifest and the target gains 2 power points. Quote:
the subject gains up to 2 power points.
*shrug* I'm sure there are DMs that would go with and against it. Basically, it's one of those issues where you should discuss it with your DM first.
