There are spells and magic items in the Draconomicon which improve flying maneuverability. Wings of Air and Greater Wings of Air improve it by one step or two steps, respectively. A Pectoral of Maneuverability takes the spot of a shirt item and can improve your maneuverability by either one or two steps, depending on which version you buy, and doesn't stack with Wings of Air. The Draconomicon also has a feat to improve maneuverability by one step, but you must be creature type: Dragon to take it. With both feats and the best Pectoral of Maneuverability, a Clumsy flier could have a maneuverability of Perfect.
