What penalties would a character who is blind in the right eye and has no effective left arm have?

The rules on blindness dont cover have blindness and I dont know if Dex would be lowered for one arm, becuase the other works as normal.

What pentalites to stats, rolls and other things would a character like this take? You guys are good with mechanics, can you tell me what pentalties this would give so I can tell my player who wants it what kinda build to have?

well i didnt see any referance to that in the books so ill use some (un)common sense.

first blind in one eye :
as you cant see well around you ill dim you to be constantly flanked even against only one oponent,
ferther more any sight oriented skill gets -5 from the disabillity (spot,search....).
as having only one eye also grant a +2 to hit(not to dmg) with ranged wepons.

have only the right arm:
cant use any two hended wepon.
all cross bows require full round action to load becose you need to use the ground as a seport to load any crossbow
even using a sling is more diffcult and reload takes move action for you.
all skills requirent firm grasp or delicate motor function gain -4 becose you haveonly one hand to do them(disable divice, climb.....)
when grappeld you take an extra -4 becose it very easy to hold you down.
for the purpose of disarming you you gain +2 to str becose of a firm grip in the main arm (note this bonus is only if you have lived with this condition atleast 10 years in your life).

hope it will help you out.

DMG page 27.

Damage to one eye: -2 penalty to Appraise, Craft, Decipher Script, Disable Device, Forgery, Open Lock, Search, Sense Motive, Spellcraft, Spot, Survival (when tracking), initiative, Dexterity checks, ranged attack rolls, reflex saves. Severe damage leads to the condition "blind."

Damage to one hand: -2 penalty to Climb, Craft, Disable Device, Escape Artist, Forgery, Heal, Open Lock, Sleight of Hand, Use Rope, and all attack rolls.

Damage to one arm: -2 penalty to Climb, Swim, all attack rolls, Strength checks.

The attack rolls section applies only when using a weapon in the relevant hand -- but in your case, misssing an arm, I'd say you simply can't use weapons in that hand (as it's missing).

Use this as a guideline.

I'm hoping you meant -2 there. Lack of depth perception will definitely hurt accuracy.

no that is a plus you read there you lose depth preception.
but! deapth preception is a big hindernece to ranged atk so losing it actully helps you (take into acount archers, snipers they close one eye or use an eye patch to stop the deapth preception distortion so then can aim better)

Have you ever used any sort of ranged weapon?

The only times you shut one eye are if your target isn't moving, like in a gallery or range, or if you need to line up a perfectly straight shot (i.e. a target moving in one line with you).

Snipers shut their eyes because they have a scope, which only works on one eye (and projects down one firing line, instead of two slightly-off lines). Technically, though, they fall in the second case above -- a very straight line target (if the target's far away, he'd need to move very fast to move more than a few millimeters in the sniper's scope, so the line's effectively straight).

The closed-eye does cut down slightly on parallax (the "distortion" you mentioned -- there is no actual distortion, but objects do tend to move funny based on where your eyes are focused), but this isn't a big issue on the most part, particularily if your eyes are focused on your target. It's more a matter of attention than visibility.

If you're actually hunting (or in D&D's case, fighting), depth perception WILL help you aim. Shoot with both eyes open. You'll see a marked improvement.

Also, AS PER THE DMG, damage to one eye imposes a -2 penalty on ranged attack rolls. This is why.

It's on page 27, as I noted above.

I usually don't respond when someone is being rude or 'snarky', but I feel I have to in this case.

1. zivpeled: if you are/were a sniper, and you were told to close one eye, then you either a: were a HORRIBLE shot; or b: your instructor(s) didn't have a clue.

2. zivpeled: before you instruct someone to 'go back to school', you should make sure your grammar/spelling are GREATLY improved upon first.

3. I was also a sniper-class marksman in the military for 3 1/2 years. You NEVER close one eye when you shoot. I think I know what I'm talking about.

Hehe, the irony. It's also funny that everyone becomes a sniper when this sort of thing is an issue. I know what I'm talking about, because I'm a sniper too.

Although, if you're a pirate, with an eyepatch and a hook, you should get a roleplaying circumstance bonus to precisely cancel out all of those penalties. Same with a peg-leg. Extra bonus for parrot. Arr!

P.S. I am teh l33t sn!per.
