I noticed that in the GM Handbook Boots of Speed as in "permanent haste" arent mentioned.

Can somebody explain to me what's up with actived boots of speed (10rounds /day) and the cooler version? Both possible? At what price?

The actual version of "Boots of speed" (I refer to v3.5) cost 12,000 gp and duplicate the effect of the "haste" spell for up to 10rd per day.

The activation of this haste effect count as a free action and can be further dismissed.

If you only search to permanently acquire the extra attack per round, you can consider the acquisition of a "Bracer of Blinding strike" (102,000 gp in MoF) or a "speed" weapon (+3 equivalent, DMG).

Ah ok... so all-day-long haste boots don't exist [anymore] ?

They never existed, at least not in 3.0 and forward. However, Defenders of the Faith (3.0) does list the "Speed" enhancement for armor, which did grant permanent haste.

Yes, the DotF Speed armor enhancement was originally +3 and continuous, but someone realized that this was a gamebreaking device, so it was errataed down to being the same as the Boots. 10 rounds a day, but a standard action to activate.

not any more, 3.5 DMG on page 220 has the speed armor, it too is the 10 rounds/day
