So, upon finally reading the relic section of the Complete Divine, a section that serves no purpose but to meet page requirements I am almost positive, I actually found something useful. Among them is the Bow of the Wintermoon which has no cap on the Strength bonus one can apply to it. All of a sudden the cleric archer can add his full strength bonus and that makes him way nastier and the barbarian archer doesn't suck as bad.
