Cabinet trickster 5/Justiciar 10/? [Archive] - Wizards Community

So, I'm building a 30th level character for an epic campaign we're about to run. I'll be playing a changeling Justiciar and I added in Cabinet Trickster to give him detect thoughts at will and change form.

Apart from those, I have no idea what to do with the rest of the levels. Those are non-negotiable though, please, don't bother suggesting that it's a bad combination or that there's something better.

Please no regional feats or classes that absolutely depend on the use of a certain setting.

Other than that, what items, feats, and classes should I take (try to avoid multiclassing penalties or dips into prestige classes, the DM doesn't like dipping) keeping in mind that I plan to make use of Improved Hog-Tie quite a bit (I'm already planning on getting a couple of magebane manacles, though I'll be making them adamantine).

Ranger 4/Bloodhound 6/Justiciar 10/Cabinet Trickster 5/Mindspy 5

You'll need the city slicker feat (RoD) to qualify for Bloodhound. Other than that and the other feat requirements for the prestige classes, everything is open. The build isn't overly powerful, but it's simple and the abilities all mesh fairly well.

I know Able Learner allows you to get all skills for only one skill point, but does it allow you to get the class skill maximum? As in, could I substitute Able Learner for City Slicker in the case (DM says it's fine for changelings).
