Need some help on this. Will probably be presenting four builds (since the campaign needs four characters) over the course of the post

The particulars:

39 point buy
876,500 gp starting limit - Can purchase anything without regard to a 25% limit
200,000 XP - Can use XP to buy off LA per UA rules

First, I'd like to find out any ideas on most cost effective Templates: my votes are for phrenic (+2) and saint (+2). Saint will be ineffective, since we will be a nuetral and evil aligned party.

I really like the concept behind the Ocular Adept (F&P) and am hopeful they will reprint it in the upcoming Codex Anathema (yeah, I know the grade school name has been changed to Lords of Darkness).

So, I'm trying to max out the charisma, make a party mouth and still have him be relatively effective at a little of everything (some spellcasting and some melee). I have considered adding the phrenic template to the character. In doing so (and using a 1-hd creature without a LA to begin), I will be able to take 19 class levels at the start, by buying off the LA.

With such a high charisma (hopefully), I would also like to take a class such as Paladin of Tyranny or hexblade to take advantage.

Early consideration is the following:

Half-Elf - Sorceror1/Half-Elf Paragon3/HumanParagon3/Paladin of Tyranny2/OcularAdept10

Str 14
Dex 13
Con 16
Int 10 + 2 (phrenic) = 12
Wis 14 + 2 (phrenic) = 16
Cha 16 + 4 (phrenic) = 20 + 4 (class levels) = 24 + 2 (1/2elf paragon) = 26 + 2 (human paragon) = 28

I know the build is probably not optimized and would like any suggestions on feats, other classes and magic items to make this character more effective. The one thing I would like to keep is the phrenic template and as much ocular adept as possible. Everything else expendable.
