You could atleast make up for your English by posting your message like a normal person, i.e. without the whole post italicized and red.

Anyway, the trick here is to simply make it so he can't block, catching him flatfooted. Since by level 30 you can pretty much buy things to see just about anything magic, you'll probably want to nab hide in plain sight somehow, make Hide a major investment, invest in +Hide items, and other such things. I don't know if there's a counter for deflect arrows beyond that.

Six levels of Horizon Walker and one of Shadowdancer might do it. Shadowdancer gives you hide plain sight much faster than you'd get it if you'd simply continued advancing as a ranger. Pick up the epic feat Distant Shot to make it possible to attack from long range. At the sixth Horizon Walker level pick up Shifting Planar terrain. This gives you dimension door with caster level equal to your character level. You can travel 1600 feet this way once every 1d4 turns. If there is a shadow within ten feet of where you landed you can Hide in Plain Sight.

Your monk opponent now has -160 or more to his spot check to find you because of the distance. He can't deflect attacks if he isn't aware of them, so as long as you stay hidden you should be set. You can shoot once every round and then hide again at a -20 penalty. Even after figuring out which direction the attacks are coming from and trying to chase you down he still needs to cover 400 feet a round to have any hope of catching you.

Your monk opponent now has -160 or more to his spot check to find you because of the distance.
Not so, the penalty only applies on spot checks "to determine the distance at which an encounter begins". Not in general.

Still, there are more ways to optimize your hide check than your spot check.
