Can i have an innate quickened fireball for a lvl 15 slot?

Can i have a innate fireball (lvl 11) then use instant metamagic on it with an incantrix??

Finally where does it say u cant use empower metamagic feat twice on the same spell.. was that a 3.5 errata or a version 3.0? I know it is there somewhere but cant find it in the PHB

02-02-04, 07:57 AM There are two metamagic "like" feats in Savage Species that can used on innate spells for monster races. They are the monstrous equivalents of quicken and empower.
