Elf Monk 20.

I recommend you look through the Optimization Library for Mean_Liar's Monk Min-Max Guide. The one-stop-shop for everything monk-ish.

I also recommend that you learn the rules of the game before you look for optimization help. You need to spend a lot of time getting comfortable with rules before a lot of our suggestions make sense.

More details please. What books are you allowed to use? What level are you starting? How much gold do you have? What stats (or how many points if you're using point buy) are you using?

As they said, if you don't know the rules (I made like 20 characters, all fighters, and that helped with the rules a lot), it's gonna be hard to use our suggestions.
But in any case,
Monk 15/Reaping Mauler 5 (from the complete warrior book), and get a Monks Belt (You can find it in the System Reference Document, link in my signature) for only a few monk ability losses, and grants you a 16 base attack bonus, so you just barely hit that fourth attack (albeit an extremely low chance to hit, but it's there), AND you get to attack and get the +4 ac bonus that a 20th level monk would normally get. This makes a great grappler, but you miss some of the better, or at least cooler, monk abilites. Tongue of the Sun and Moon (monk ability level 17th I think) is awesome.. not too many people can talk to anyone with any language at all, even a secret language like druidic, without magical aid. It's not exactly an optimizational ability, but really cool :)

Otherwise, monk 20 is nice, simple, and doesn't fall short of optimizational. :D
